This is a Subcontracting Plan for the Procurement and Logistics Department

Through this plan CONTRACTOR grants appropriate vendors’ management, monitoring of KPIs and supporting all cost optimization initiatives. By using the strategic sourcing methodology, CONTRACTOR will ensure that appropriate sourcing, negotiation and selection of vendors is carried out through competitive tender.

I am not sure if the best option is to leave it in English "Sourcing estratégico" or translate it to Portuguese equivalent.

Dear Ndenge, this noun has entered the business/engineering slang with full force in the last 10 years. In fact it means nothing more than "supply" - I have the feeling that they see it as a more pedantic option than "procurement".
I would rather translate it, I would't leave it in English.
