I initially thought the word procedure meant process relating to, but because it is "pending before the courts"I realise it deals with litigation.
So I translated it as: The seller declares that he is not a party to any "non-rental proceedings" pending before the courts of competent jurisdiction (in regard to the property)

Does anyone have a better suggestion?

I assume but am not sure that this refers to "non-rental proceedings pending before the courts of competent jurisdiction".

I do not find the term "non-rental proceedings" on Google however, and am uncertain if I am correct.

I think "non-rental proceedings" is probably fine. However, I think the most common term is "landlord-tenant proceedings." So you could turn the phrase around and say something like,

"The Seller declares that it is not party to any proceedings pending before the courts and pertaining to the Properties other than (with the exception of, etc.) landlord-tenant proceedings."

Interestingly, "non landlord tenant proceedings" does have a few hits.
