I initially thought the word procedure meant process relating to, but because it is "pending before the courts"I realise it deals with litigation.
So I translated it as: The seller declares that he is not a party to any "non-rental proceedings" pending before the courts of competent jurisdiction (in regard to the property)

Does anyone have a better suggestion?

I assume but am not sure that this refers to "non-rental proceedings pending before the courts of competent jurisdiction".

I do not find the term "non-rental proceedings" on Google however, and am uncertain if I am correct.

"The Seller declares that it is not party to any proceedings pending before the courts and pertaining to the Properties other than (with the exception of, etc.) landlord-tenant proceedings."

Interestingly, "non landlord tenant proceedings" does have a few hits.

Le bailleur a « l’obligation d’entretenir le logement et d’y faire toutes les réparations autres que locatives nécessaires au maintien en bon état des locaux loués… ». Ces obligations subsisteront pendant la durée du contrat de location. De son côté, le locataire doit « prendre à sa charge l’entretien courant du logement, des équipements mentionnés au contrat et les menues réparations ainsi que l’ensemble des réparations locatives définies par décret en Conseil d’Etat… ».
