Some mechanisms require that domestic remedies be exhausted before they accept a complaint. This is in particular the case of the Complaint Procedure of the Human Rights Council, the treaty bodies, regional mechanisms as well as the International Criminal Court.
Having exhausted domestic remedies means that you have already taken all possible action within the domestic legal system, through courts or other complaint mechanisms (in some countries, the National Human Rights Institution). If your efforts to seek redress at the national level have not yielded a result (because your complaint has not been admitted, or because the decision has not been in your favour) domestic remedies are considered exhausted and you may file your complaint to one of the international mechanisms mentioned above.
The requirement to exhaust domestic remedies can be waived if domestic remedies have to be considered inaccessible or ineffective and thus do not offer reasonable prospects of redress for the complainant. If you think this is the case, you have to argue in detail why you consider domestic remedies to be inaccessible or ineffective.
In any case, when submitting a complaint to an international mechanism, it is crucial to detail what action you have taken in the domestic legal system (When did you file a complaint to which instances? When did the instances give you a reply? What was the outcome?). You also need to explain why there is no further action possible at the domestic level (for instance, because national laws explicitly state that a complaint cannot be taken to any further domestic instance).

The amount of carbon dioxide emitted into the atmosphere in 2013 is expected to hit a new high of 36 billion tons, according to a Carbon Budget released today by the Global Carbon Project (GCP). This is a 2.1 percent rise from 2012 based on data from the same group.
"We have exhausted about 70 per cent of the cumulative emissions that keep global climate change likely below two degrees," said Global Carbon Project (GCP) member, Pierre Friedlingstein, with the University of Exeter. "In terms of CO2 emissions, we are following the highest climate change scenario of the Intergovernmental Panel on Climate Change released in September."
Nations worldwide have pledged to keep temperatures from rising above 2 degrees Celsius from pre-industrial levels, a threshold that scientists say is necessary to have a reasonable chance of avoiding catastrophic climate change. But experts say countries are moving too sluggishly on cutting their emissions in order to ensure this goal is met.
The only silver lining in the GCP's initial 2013 data is that the rate of rising emissions appears to be slowing slightly. Over the last ten years, emissions have risen on average 2.7 percent every year. However, in 2012 emissions rose 2.2 percent, while this year emissions look to rise 2.1 percent. This could indicate a trend of slowing carbon emissions growth, which, if the trend continues, would lead to an eventual decline.
The GCP's data echoes similar findings in a recent report by the Netherlands Environment Assessment Agency and the European Commission's Joint Research Centre. This report found that annual carbon emissions growth actually slowed down to 1.1 percent in 2012. Scientists have warned that to keep the 2 degree target, global emissions must peak no later than 2015 and then fall precipitously thereafter.
"Governments meeting in Warsaw this week need to agree on how to reverse this trend. Emissions must fall substantially and rapidly if we are to limit global climate change to below two degrees," said the leader of the report, Corinne Le Quéré of the Tyndall Centre for Climate Change Research at the University of East Anglia.
Governments from nearly 200 nations are currently attending the second week of the 19th annual Conference of the Parties (COP) to the UN Framework Convention on Climate Change (UNFCCC) in Warsaw, Poland with an aim to make progress toward a new agreement in 2015 (although it wouldn't go into effect until 2020). However, negotiations have been dampened by announcements from both Australia and Japan that they are weakening their goals for cutting emissions.
In addition to releasing a new Carbon Budget, GCP also announced a new online platform to track every nation's progress. Dubbed the Carbon Atlas, the new website allows users to easily view both total and per capita emissions by country in 2012.

NATURE ET CONTENU DES STAGES
Tout élève Technicien Supérieur durant son cursus à l’Ecole
Nationale Supérieure d’Ingénieurs (ENSI) doit effectuer deux type de stages :
- stage de type ouvrier en fin de la deuxième année ;
- stage de fin de formation enfin de la deuxième année.
* Stage type ouvrier
Il est organisé en entreprise à la fin de la première année
et a une durée d’un mois. Cela concerne les travaux d’exécution
de niveau manœuvre à ouvrier spécialisé et permet à l’élève
Technicien d’appréhender certains problèmes du milieu ouvrier en
en entreprise.
* Stage de fin de formation
Il est d’une durée de trois (3) moi (y compris la rédaction)
et s’effectue généralement en entreprise à la fin de la 2ème année.
Seuls les élèves ayant obtenus en 2ème année une moyenne
supérieure à 12/20 sont autorisés à effectuer ce stage. Il se
fait sous forme de projet de fin d’études débouchant sur un
rapport de stage que l’élève doit présenter devant un jury de
trois (3) membres.
L’élève Technicien Supérieur dans son approche du projet
doit tenir compte à la fois de l’aspect technique et de l’aspect
économique. Il est dans ce cas encadré par un responsable de
l’entreprise et un enseignant de l’ENSI qui au début du stage
définissent d’un commun accord le thème du projet.

NATURE AND CONTENTS OF THE COURSES
Any student technician superior during his studies at
"Ecole Nationale Supérieure d 'Ingénieurs" (ENSI) must perform two types of
course trainings (internships):
-Worker-type training course at the end of the second year;
-Final training course at the end of the second year.
*Worker-type training course:
It is organized within the company at the end of the first year
and it lasts a month. It is in regards to the specialized–type works
and allows the student technician to understand some of the problems
of the working-class in business.
* Final training course.
It is for a duration of three (3) months (including essay writing)
and is generally performed in the business company at the end of the 2nd year.
Only students having attained in 2nd year a grade above 12/20
are allowed to perform this internship. It is, indeed,
in the form of final-study project terminating in an internship
report that the student must appear before a Board of
three members.
The technician top student must take into account both
the technical and the economic aspect in his approach to the project.
In this case, it is framed by the head of the company and
an ENSI teacher who, at the beginning of the course,
define accordingly the topic of the project.

One of the world's most bizarre animal groups is now at risk of complete eradication, according to an update of the IUCN Red List. Pangolins, which look and behave similarly to (scaly) anteaters yet are unrelated, are being illegally consumed out of existence due to a thriving trade in East Asia. In fact, the new update lists all eight pangolin species as threatened by extinction for first time, with two—the Chinese and the Sunda pangolin—now considered Critically Endangered.
"In the 21st Century we really should not be eating species to extinction—there is simply no excuse for allowing this illegal trade to continue," said Jonathan Baillie, Conservation Program Director at the Zoological Society of London (ZSL) and co-chair of the IUCN SSC Pangolin Specialist Group, which was established in 2012.
"All eight pangolin species are now listed as threatened with extinction, largely because they are being illegally traded to China and Vietnam," Baillie added.
The Sunda pangolin, is now listed as Critically Endangered.

Found in Africa and Asia, the world's eight pangolin species represent some 70 million years of unique evolution. In fact, these animals—which are the only mammals to sport proper scales—are so distinct they have their own Order: Pholidota. In addition to their tell-tale scales, pangolins have a long tongue for eating insects, impressive claws for digging into termite mounds, and an odorous anal gland for repealing predators. But, weirdly, pangolins are most closely related to carnivores.
Yet pangolins have for many years been the most-trafficked animal on the face of the Earth. In fact, the Pangolin Specialist Group hosted by the ZSL estimates that more than a million pangolins have been stolen from the wild in the past ten years alone. In fact, the group estimates that the Sunda pangolin populations has fallen by up to 80 percent over the past 21 years.
Pangolin scales are used in traditional medicine while their meat is increasingly eaten as a mark of status in countries like China and Vietnam. However, like rhino horn, there is no evidence that pangolin scales have any curative properties. The trade has become so unsustainable that researchers now fear traders are moving from largely-depleted populations in Asia to source pangolins from Africa. The four species in Africa are already threatened by bushmeat hunting for local meat consumption.
Along with the clarion call about pangolins slipping closer to extinction, the Pangolin Specialist Group is also announcing a conservation action plan, dubbed "Scaling up pangolin conservation."
"A vital first step is for the Chinese and Vietnamese governments to conduct an inventory of their pangolin scale stocks and make this publicly available to prove that wild-caught pangolins are no longer supplying the commercial trade," said conservationist Dan Challender, a Co-Chair of Pangolin Specialist Group.
Most important, says the group, is reducing demand for this imperiled group.

L' essentiel, déclare le groupe, c' est de réduire la demande pour ce groupe en péril.
