Beginning before you know what you want to say and keeping on after you have said it lands a merchant in a lawsuit or the poorhouse, and the first is a short cut to the second. I maintain a legal department here, and it costs a lot of money, but it's to keep me from going to law. It's all right when you are calling on a girl or talking with friends after dinner to run a conversation like a Sunday-school excursion, with stops to pick flowers; but in the office your sentences should be the shortest distance possible between periods. Cut out the introduction and the peroration, and stop before you get to secondly. You've got to preach short sermons to catch sinners; and deacons won't believe they need long ones themselves. Give fools the first and women the last word. The meat's always in the middle of the sandwich. Of course, a light butter on either side of it doesn't do any harm if it's intended for a man who likes butter. Remember, too, that it's easier to look wise than to talk wisdom. Say less than the other fellow and listen more than you talk; for when a man's listening he isn't telling on himself and he's flattering the fellow who is. Give most men a good listener and most women enough note-paper and they'll tell all they know. Money talks -- but not unless its owner has a loose tongue, and then its remarks are always offensive. MADDE 4 - İpotek Veren, Banka’ya ipotek edilen maden istimlâk edildiği takdirde, istimlak bedeli ile istimlakten neş’et edecek her türlü hak ve menfaatlerin Banka’ya ait olduğunu, bu bedelin borcu karşılamaması ihtimali karşısında veya halinde ve “Banka”nın talebi vukuunda açıkta kalacak miktar için talep tarihinden itibaren 7 gün zarfında başka ipotek veya teminat vermeyi, aksi halde bundan neş’et edecek bilumum zararı tazmin eylemeyi kabul eder. MADDE 5 - İşbu ipoteğin mevcudiyeti, “Banka”nın ipotek veren aleyhine rehnin yetmemesi vesikası alınmasından önce dahi haciz, iflas yoluyla takibe geçmesine mani değildir. MADDE 8 - İpotek Veren, kredi borçları hakkında, mevzuatın tecviz ettiği azami hadlerde faiz ve komisyon tahakkuk ettirilebileceğini ve mevzuatın değişmesi veya faiz hadlerinin serbest bırakılması halinde ayrıca ihtar ve ihbara gerek olmaksızın Bankaca tespit edilmiş veya edilecek yeni hadlerin uygulanabileceğini ve gider vergisi ile diğer her türlü vergi, resim, harç ve sair masrafları ödemeyi kabul ve taahhüt etmiştir. MADDE 9 - Taraflar arasında zuhur edecek her türlü ihtilafın halinde Türk Hukuku’nun yetkili hukuk olduğu ve İstanbul (Merkez) Mahkeme ve İcra dairelerinin ve mercilerini yetkili olduğu taraflarca kabul edilmiştir. PROVISIONS : ARTICLE 1 - By virtue of all sorts of liquid loans, non-cash credits; namely, all short - term, medium and long - term credits opened and to be opened in favor of XXX A.Ş. by XXX BANK A.Ş.; said has accepted and undertaken constitution of a mortgage on a part of its complete debts arisen and to arise against the Head Office and all branch offices of XXX BANK A.Ş. up to TL 6,000,000.00 (Only Six Millions Turkish Liras) and/or TL equivalent for the foreign currency - based debts over its market price in time of such repayment and in addition to such amount, separately provided that it would cover and acquire the contractual interests, at the highest rate fixed and to be fixed by the bank (currently 66%), follow-up enforcement, trial expenses, 10% attorneys' fees, commission, tax expense, Central Bank’s fund charges, insurance costs and also the default interest to be computed by addition of 50 points to the default interest to the current loan interest which might arise from such liabilities, on the “XXX Mining License” transferred to itself being related to the Field in possession of the Mortgager with a free grade – benefiting proviso until its release is notified by the Bank, in any case, until date 02.07.2018 with a price reading TL 6,000,00.00 in 1st Degree and 1st Place and the Bank has entertained this mortgage. ARTICLE 2 – Mortgager, within the framework of this Mining Mortgage Agreement, agrees and undertakes to get the mine together with its premises, integral parts and outlying buildings insured so as to cover all risks and by the way, get it insured against risk of war and in case where it did not endorse and transfer all insurance policies to the Bank together with those previously insured with a covering note stating that the Bank is the loss payee, in failure of getting it insured, the same to be insured by the Bank provided that all costs and premiums pertain to itself and get the insurances expired renewed, if not renewed, insurance to be renewed by the Bank and the liabilities that might emanate from failure of execution of such transactions completely or partially or from its delay, insurance prices to be collected by the Bank from the insurance company and such price belongs to the Bank and in case where insurance indemnity did not meet the liability, to get its other real properties mortgaged within 7 calendar days starting from the date of claim for the remaining amount, in case where even this did not take place, to disburse such amount in one single payment. ARTICLE 3 – In case where the amount of the debt of XXXX A.Ş. which would arise against the Bank exceeded the amount of mortgage written at Article 1 or in cases where value depreciation has happened with the value of the mining field or market price of the license constituting the subject of the mortgage, the Mortgager accepts to give new mortgages and/or is available, within 7 days starting from the date when it was claimed and in the amount demanded by the Bank, and as to Bank would increase the current mortgage amount approved or constitute new mortgages in the degrees and places desired by the Bank, in case where such matters were not obtained and supplied or anyone of its liabilities has become due even though others had not become due by then, pay for the debt due together with its interest, commission and other expenses, in occurrence of its insolvency or bankruptcy, all of its current liabilities would become immediately due and payable and all of its obligations would be liquidated through sale of all components constituting the topic of this Mining Mortgage Agreement it has mortgaged on. ARTICLE 4 – In case where the mine field mortgaged in favor of the Bank was not expropriated, the Mortgager accepts that the expropriation price and any/all sorts of interests and profits that might originate from such expropriation shall belong to the Bank, and in being confronted by or case of a shortage of such price to cover the liability in question, to give another mortgage or guaranty for the unpaid balance within 7 days followed by the date of claim made by the “Bank”, otherwise to compensate all damages that might hereby emanate. ARTICLE 5 – Existence of this mortgage does not prevent “Bank” to launch proceeding through bankruptcy even earlier than acquisition of a pledge insufficiency certificate against the Mortgager. ARTICLE 6 - Including the notary public charges and expenses and also registration costs by the mining registry office, the Mortgager agrees that all debits and others namely costs, duty and taxes related to the documents to be provided would be disbursed by itself alone. ARTICLE 7 – Mortgager accepts and pledges to pay for a two percent (2%) – prison houses charge in case where it becomes compulsory to launch enforcement follow-up, and trial fee in three times of the tariffs fixed in minimum fees tariffs in case where a lawsuit and enforcement proceedings were launched. ARTICLE 8 – Mortgager has agreed and undertaken that interest and commission could be accrued in limits allowed by the legislation regarding its outstanding loans and in occurrence of a change in the legislation or liberation of the market changes in interest rates, the new interest rates fixed or to be by the Bank could be applied without any need for a prior warning and notification and expense tax and all other taxes, duties, charges and other costs. ARTICLE 9 – In case of any/all disputes which might take place between parties, It has been agreed upon by the Parties that the Turkish Law shall prevail and the Courts and Executive offices and authorities of Istanbul (Center) are authorized. ARTICLE 10 – The Mortgager accepts in advance that any notification regarding any matter made to its address contained in the introduction section of this Agreement to be considered as having been made to its legal domicile and consents exercise of Clause 21 of Bankruptcy Law on itself. ARTICLE 11 – The Mortgager has accepted and untaken the General Loan Agreements written at the first article above are the integral part of this Agreement and in cases where no provision exists on, also the provisions of General Loan Agreements would become binding and valid. ARTICLE 12 – This Mining Mortgage Agreement shall be registered by the relevant registry office where it is a recorded to be a registered mine. This Mine Mortgage has been concluded so as to be valid until its release is notified by the Bank and in any case for a period of time extending to 02.07.2018. ARTICLE 13 – This Mining Mortgage Agreement has been drawn up in order to constitute the guaranty for all cash and non – cash loans XXX A.Ş. has used / shall used from the Bank (including all interests, costs, taxes and accessory obligations) and the provisions contained in the text of the Agreement but not related to said loan are void. ARTICLE 14 – This Mining Mortgage Agreement has been approved and signed by the parties on date 02.01.2010. ARTICLE 15 – Since this Mining Mortgage that constitutes the guaranty for the loans we have let / shall let to be used by XXX A.Ş. through our branch office, it is exempted from and duty and fees imposed by Law Numbered 5035. ELEKTRİK ŞEBEKESİ COĞRAFİ BİLGİ SİSTEMİ YAZILIMI İHALESİ TEKNİK ŞARTNAMESİ İÇİNDEKİLER 1.İŞİN KONUSU Bu teknik şartname, Kayseri ve Civarı Elektrik T.A.Ş. Genel Müdürlüğü tarafından Elektrik dağıtım şebekesinin harita üzerinden yönetilmesi, takibi ve raporlanmasını sağlayacak Coğrafi Bilgi Sistemi yazılımların tedariki, mevcut GIS sistemindeki verilerin aktarılarak adaptasyonunun yapılması ve kurum içi uygulama programlarıyla entegrasyonu işidir. 2. AMACI Kayseri ve Civarı Elektrik T.A.Ş. bu proje ile; araştırma, planlama ve karar verme organlarının kurum Elektrik Dağıtım Şebekesi bilgilerine süratle ulaşmalarını sağlamayı, güncel bilgiler üzerinde doğru sorgulamalar yaparak gerekli raporlama ve istatistiksel verileri oluşturabilmeyi, oluşturulan bu sonuçları kurum içerisinde çok kullanılıcılı bir ortamda değişik medyalar üzerinde izin dahilinde sunabilmeyi amaçlamaktadır. Elektrik şebekesi yönetimi temel yazılımının ana amaçları şunlardır; • Şebekedeki kayıp ve kaçıklarını asgariye indirmek, • Tek merkezden etkin bir şebeke yönetimi sağlamak, • Arızalara anında müdahale etmek, • Şebeke planlaması, • Etkin Şebeke bakımı , • Verimliliği azami seviyeye çıkarmak, • Müşteri bilgileri, • İş verimini artırmak, • Varlıkların takip edilmesi, • Yatırımların takip edilmesi ve yönetilmesi, • Tedarik kalitesini artırmak, • Şebeke ile ilgili tüm bilgileri (SCADA, Otomatik Sayaç, müşteri, şebeke elemanları (trafolar, direkler, alt istasyonlar, bakım bilgileri, malzeme bilgileri, onarım bilgileri vs) bir veri tabanında toplamak. Bu fonksiyonları yapabilmek için şebekeye ait tüm bilgileri bir veri tabanında toplar ve model yardımı ile şebeke yönetimi yapar. 3.KAPSAMI Şartname konusu alçak ve yüksek gerilim elektrik dağıtım şebekesinin harita üzerinden web tabanlı/masaüstü profesyonel/mobil yönetilmesine yönelik yazılımların gerçekleştirilmesi, mevcut sistem verilerinin aktartılması ve adaptasyonu, entegrasyon, eğitim ve bakım hizmetlerinin alınması işlemidir. Yüklenici, şartnamenin tüm maddelerine, eksiksiz ve sırayla madde numaralarını belirterek açık bir şekilde cevap verecektir. 2. Yüklenici, şartname koşullarını bir bütün olarak sağlamak zorundadır. Teknik şartnameye verilen cevaplarda; “okunmuş, anlaşılmış ve aynen kabul edilmiştir” ifadesi kullanılacak ve her bir maddeye ilişkin detaylı açıklama yapacaktır. 3. Bu şartnamede belirtilmeyen hükümler konusunda idari şartname hükümleri geçerlidir. 6. MEVCUT DONANIM VE UYGULAMA YAZILIMLARI Yüklenici tarafından yapılacak olan tüm yazılımlar ve uygulamalar Kayseri ve Civarı Elektrik T.A.Ş. ana sunucularına kurulacaktır. 7.YAZILIMIN ÖZELLİKLERİ Çözümde teklif edilen tüm yazılımlar, teknik dokümanları CD’ye kayıt edilmiş olarak ve benzeri sistemlerle birlikte kesin kabule kadar Yüklenici, tarafından İdareye teslim edecektir. Yüklenici kendine ait bir proje yönetim planı hazırlayarak teklifiyle birlikte İdareye sunacaktır. Söz konusu proje yönetim planı, yüklenicinin projeye yaklaşımını yürüteceği faaliyetleri ve kullanacağı kaynakları içerecektir. Bilgi girişi esnasında, mümkün olan her alanda hazır listelerden faydalanılacak, gerekli yerlerde istenilen veri alanlarına ilk değer atama, tarih, gün, saat, ay, vb. değerlerin ilgili alanlara otomatik olarak girilmesi mümkün olacaktır. Yazılımlar; bu tip kullanıcı hatalarını en aza indirgeyecek ve kullanım kolaylığı sağlayacak kontrollere sahip olacaktır. Yüklenici, bütün yazılımların hatasız çalıştırılmasını, tanımlanmış olan diğer modüllerle entegrasyonu, garanti, bakım, eğitim ve destek hizmetlerini sağlayacaktır. Yüklenici, bu proje kapsamında kurulacak sistemlerin bir bütün olarak çalışması için gerekli tüm yazılımsal araçların temininden sorumludur. Yüklenici tarafından Kayseri ve Civarı Elektrik T.A.Ş.’in Serverlarına yapılan kurulumlar ve program yüklemeleri ile gerekli ayarlamalarda Kayseri ve Civarı Elektrik T.A.Ş. üzerinde herhangi bir veri kaybı, sistemsel bozulma ve/veya idarenin onayı ile belirlenen kurulum ve veri entegrasyonu süreci dışında hiçbir modülün kesintiye uğramadan çalışması yüklenici tarafından sağlanacaktır. Yüklenici proje kapsamında çözüm, kod ve tasarımların yeniden yapılandırılması veya ters mühendislik faaliyetlerinde kullanılmasına yönelik uygun gördüğü tedbirleri almakla yükümlüdür. Elektrik Dağıtımı GIS Çözümü, kolaylıkla tüm kullanıcılar tarafından etkili bir biçimde öğrenilebilecek ve kullanılabilecektir. Tüm kullanıcı ekranlarında yardım menüleri ve çalışma işlemlerine ait açıklama adımları olacaktır. Sistemin ara yüz ve veritabanı dahil olmak üzere her birimi Türkçe ile %100 uyumlu olacak ve Türkçe karakterleri destekleyecektir. Sisteme ait tüm kullanım, eğitim ve diğer gerekli dokümantasyon da Türkçe olacaktır. Yüklenici Elektrik Dağıtımı GIS Çözümü yazılımının yönetici ekranları da dahil olmak üzere bütün ekranlarının kullanımını açık bir şekilde anlatan bir dokümantasyonu (Türkçe kullanım kılavuzu) sağlayacaktır. Elektrik Dağıtımı GIS Çözümü yazılımı tüm fonksiyonları ile birlikte yeterli sayıda kullanıcı hakkına sahip olacaktır. Yazılım Oracle veritabanı sunucusu kullanarak çalışacaktır. KCETAŞ adına lisanslı Oracle standart bulunmaktadır. Uygulama yazılımları, yüklenici tarafından teklif edilen güncel GIS yazılımı teknolojisi ile nesne yönelimli olarak geliştirilecektir. Kayseri ve Civarı Elektrik T.A.Ş.’in, proje kapsamında kullanacağı her türlü grafik, sözel ve raster verileri, merkezi bir veritabanında toplanacaktır. Uygulama, çok kullanıcılı bir sistem mimarisine sahip olacaktır. Merkezi veritabanında saklanacak ve yönetilecek veriler; İşletme Müdürlükleri (Proje ekibi tarafından belirlenecek Müdürlükler, Şeflikler vb.) kullanımına açılacaktır. Yüklenici, geliştireceği kodlar için yazılım geliştirme süreçlerini takip edecek ve gerekli dokümanları oluşturarak her aşamayı İdarenin onayına sunacaktır. Yüklenici, proje kapsamında uygulayacağı veri dönüşüm/entegrasyon ve yazılım geliştirme metodolojisini teklifinde ayrıntılı olarak açıklayacaktır. Yüklenici, hazırlayacağı Sistem Gerekleri Analiz Dokümanı’nda, Teknik şartnamede tanımlanmış olan isteklerle Sistem Gerekleri Analiz Dokümanı’nda tanımlanmış olan gerekler arasında izlenebilirlik sağlamaya yönelik bir izleme matrisi (tracebility matrix) oluşturacaktır. Yüklenici, Sistem Gerekleri Analiz Dokümanı ve Sistem Mimari Tasarımı Dokümanı’ndan faydalanarak, Yazılım Gerekleri Dokümanı’nı hazırlayacaktır. Yazılım Gerekleri Dokümanı esas alınarak, kullanıcıyı ilgilendiren menü, ekran ve rapor yapıları hazırlanıp kullanıcı ara yüzü tasarımı formu ile dokümante edilecek ve İdare ile gözden geçirilecektir. Yazılım gerekleri ve kullanıcı ara yüzü tasarımı dokümanları esas alınarak Yazılım Mimari Tasarımı Dokümanı oluşturulacaktır. Yüklenici, kullanıcı istekleri doğrultusunda ayrıntılı Yazılım Tasarımı Dokümanı’nı oluşturacaktır. Kaynak kodlarında ana giriş çıkış parametreleri ile birlikte, yapılan temel işlemlerde açıklama satırı Türkçe olarak yer alacaktır. Kullanıcı ara yüzü, Türkçe olacaktır. Uygulamalar, Türkçe ve İngilizce karakterlerle sorunsuz çalışacak, tüm sorgulama, sıralama ve karşılaştırmalar Türkçe ve İngilizce alfabeye göre yapılacaktır. Yüklenicinin mevcut sistem üzerinde gerçekleştireceği her türlü işlem garanti hükümlerinde belirtilmiş olan süre ve şartlarda gerçekleştirilecektir. Yapılacak müdahale ayrıntılarıyla ifade edecek şekilde dokümante edilerek onaylanmak üzere en az 5 iş günü önceden İdareye bildirilecektir. Gerçekleştirilen çalışmalar sistemde her halükarda 2 saatten fazla kesintiye sebep olmayacaktır. Sistemin hata oluşturması durumunda yüklenici gerekli müdahale ve incelemeyi yaparak rapor halinde İdareye sunacaktır. Yüklenici, çalışmalarını bu süreler zarfında gerçekleştirmek üzere müdahale edeceği ürünler (donanım, yazılım ve hizmet) için Türkiye’de teknik desteği vermeye yetkili personeli müdahale yerinde bulundurmak zorundadır. İstenilen sürelerden fazla kesintilere sebep olunması halinde, İdari Şartname hükümlerinde belirtilen veya atıfta bulunulan ceza hükümleri uygulanacaktır. Mevcut sistemlerin garanti kapsamında bulunması sebebiyle, donanım ve yazılım üzerindeki yeni düzenlemelerin yapılması hususlarında İdare bilgilendirilecektir. Yazılımlar Windows tabanlı sunucularda çalışacaktır. Uygulamalar Oracle Server üzerinde geliştirilecektir. Yazılımlar, yerel alan ağı (LAN) üzerinden erişimi destekleyecek ve TCP/IP Protokolü ile sorunsuz bir şekilde çalışacaktır. Sisteme, IE8.0 veya üzeri, Firefox 3.6 veya üzeri, Chrome 5.0 veya üzeri ve XHTML 1.1 standardını sağlayan yaygın web tarayıcılardan biri ile ulaşılabilecektir. Bilgi girişi esnasında kullanıcının yanlış bilgi girmesini önlemek ve kolay kullanım sağlamak amacıyla, kodlanabilecek veya standart hale getirilebilecek tüm alanlar için; Yüklenici tarafından sağlanacak kodlanmış veya standart olan bilgiler, liste ya da “combo box” şeklinde pencereden alınarak girilebilecektir. Yazılım, kimlik yönetimi için ekstra bir kontrol yapmayacak, kullanıcıların bilgisayarlarındaki kullanıcı isimleri ile kullanıcı denetimi yapacaktır. Yazılımın sunduğu menü ve arayüzler ile kullanıcının yapabileceği işlemler, kullanıcı haklarına göre değişiklik gösterecek ve yetki verildiğinde otomatik olarak değişecektir. Yüklenici, web tabanlı yazılımında kompleks olmayan yüklemeler ile gerekli kurulumları yapabilmeyi garanti etmelidir. Sistemde çalışacak tüm kullanıcılar ismen tanımlanabilecek, hepsi aynı anda çalışabilecektir. Sistemin veri yapısı açık olacak, diğer uygulamalardan bu verilere erişilebileceği gibi Kurumdaki mevcut veri tabanlarından da bilgi alınabilecektir. Yüklenici program ara yüzlerini kullanıcının hatalı veya eksik veri girişi yapmasına engel olacak şekilde düzenlemelidir. Hata yapılması durumunda sistem otomatik olarak kullanıcıyı uyarmalıdır. Sistem içerisinde oluşabilecek hataları takip edebilecek, bu fonksiyon istenildiği takdirde açılıp kapatılabilecek şekilde sunulmalıdır. Sistem hata takibi açıldığında tüm hatalar log dosyası içerisine kaydedilecektir. Sistem kullanıcıların ekleme,silme,değiştirme gibi işlemleri takip edilebilecek, kullanıcının son yaptığı işlem depolanarak istenildiği takdirde görüntülenebilip sorgulanabilecektir. Sistem esnek bir yapıda tasarlanmalı, oluşacak ihtiyaçlar çerçevesinde genişleyebilmeli ve geliştirilen modüller kolaylıkla ve herhangi bir hata oluşturmadan eklenebilmeli ve entegrasyonu sağlanabilmelidir. Yazılımın ürettiği uyarılar ve hata mesajları Türkçe olmalı, kullanıcılara ekrandan mesajlarla iletilebilmelidir. 7.39 Internet haritalama hizmetleri-internet üzerinden müşteri bilgilendirme yapılmalıdır. 7.40 Mobil – PDA ve PC arazi işlerine uyumlu mobil uygulamalar olmalıdır. Mobil uygulamalar hafif ve araziye uygun laptoplar üzerinde çalışabilmelidir. Mobil kullanıcı very aktarımı ve alımı için araçlara sahip olmalıdır. Herhangi bir ağ bağlantısı olmaksızın mobil uygulama offline olarakta çalışabilmelidir. 7.41 Web Haritalama - Intranet üzerinden bilgilere erişim uygulamaları olmalıdır. 7.42 Analiz ve Raporlama – GIS Analizleri, MS erişim olmalıdır. 8. YETKİLENDİRME Kayseri ve Civarı Elektrik T.A.Ş. kullanıcıları sisteme Kayseri ve Civarı Elektrik T.A.Ş. arayüzü üzerinden giriş yapacaklardır. Veri girişi veri üzerinde değişiklik yapmaya esas işlemler için sisteme giren her kullanıcının ayırt edici nitelikteki kimlik bilgileri ve işlem bilgileri, zaman bilgileriyle birlikte saklanacaktır. Saklanan bilgiler belirli aralıklarla Bilgi İşlem tarafından arşivlenecek ve silinecektir. Sistem; Admin Kullanıcı tarafından tanımlanabilen ve kullanılabilen erişim haklarını sağlayacaktır. Kullanıcı şifre girişi olmaksızın, ofis bilgisayarına girdiği kullanıcı adı ile izin verilen tüm temel modüllere erişebilecektir. Bir kullanıcı sisteme girdiğinde tamamen kendi yetki seviyesine özel menüleri ile programı kullanacak ve diğer modüllerin varlığından bile haberdar olmayacaktır. Yetkilendirme modül, tablo ve öznitelik bazında sağlanacaktır. Yetkili olunmayan modül web arayüzünde hiç gösterilmeyecektir. Kullanıcı harita üzerinde değişiklik yapmak istediğinde yetkisi dahilinde yapabilecektir. Yetkisi olmayan katmanlarda nesne oluşturulmasına izin verilmeyecektir. Kullanıcı sadece yetkisi dahilindeki öznitelikleri görebilecek ve değişiklik yapabilecektir. Yetki düzenlemeleri ayrı bir web sayfasından kontrol edilecek ve/veya bir arayüz ile kontrol edilebilecek, kişi ve grup bazlı olarak veritabanı yetkilendirme olanakları etkin bir şekilde kullanılarak yönetilebilecektir. ilave program geliştirmeye gerek kalmadan kişi ve grup bazlı yönetilebilecektir. Uygulama grup ve kullanıcı bazında yetkilendirmeyi destekleyecektir. 9.ELEKTRİK DAĞITIMI ŞEBEKESİ COĞRAFİ BİLGİ SİSTEMİ İŞ AKIŞ YÖNETİM SİSTEMİ ÇÖZÜMÜ KAPSAMI Elektrik Dağıtımı Şebekesi Coğrafi Bilgi Sistemi Çözümü elektrik dağıtım şebekesi elemanları üzerinde yapılacak, harita üzerinde gösterim, koordinat bulma, koordinat gösterme gibi temel GIS işlevlerinin yanı sıra kullanıcılara yetkileri dahilinde projeler oluşturma, bu projeler dahilinde şebeke haritası üzerine yeni nesneler oluşturma, varolan nesneleri değiştirme ya da silme olanağı sağlayacaktır. Kullanıcılar ayrıca varolan elektrik şebekesi ya da sonradan oluşturulan proje çizimleri üzerinde elektriksel hesaplamalar yapabileceklerdir. Elektrik Dağıtımı Şebekesi Coğrafi Bilgi Sistemi Çözümü ayrıca elektrik şebekesinde arızalanan elemanların sisteme girişini mümkün kılacak, böylece elektrik arızalarını simüle edebilecek, hangi elektrik dağıtım şebekesi elemanlarının ve abonelerin enerjisiz kaldığını harita üzerinde gösterebilecektir. Sistem girilen arızaları kullanarak EPDK-elektrik enerjisinin tedarik sürekliliği, ticari ve teknik kalitesi hakkında yönetmelik gereklerini yerine getirilebilecek ve ilgili yönetmelikteki tabloları otomatik olarak hazırlayabilecektir. Her yıl yapılan yatırımlar sistem üzerinden takip edilebilecektir. Elektrik şebekesi Coğrafi Bilgi Sistemi yazılımları şebeke ile ilgili tüm bilgileri merkezi bir veri tabanında toplamaktadır. Sistem tam bir Coğrafi bilgi sistemi (GIS) fonksiyonuna sahiptir. Arka planda şebekeye ait sayısal haritalar, uydu haritaları ve hava fotoğrafları bulunur. Sayısal haritalar raster ve vektör formatında olabilir. GIS yazılımının tüm özelliklerini bu yazılım taşımalıdır. Standart GIS görüntülemesinden farklı olarak şebekeye ait tüm bilgileri görüntüleyerek şebekeye canlılık getirmelidir. Şebeke elemanlına ait tüm bilgiler o elemanın üzerine tıklamakla ekrana gelmelidir. Bu bilgilerden bazıları şunlardır: yapım yılı, malzemenin cinsi, maliyeti, arıza bilgileri, onarım bilgileri vs. Şebekeye bağlı müşteriler ile ilgili tüm bilgileri görüntülemek ve işlemek mümkündür. Bu bilgilerden bazıları şunlardır: müşterinin adı, soyadı, adresi, elektrik tüketimi, borç bilgileri varsa, arıza bilgileri, vs. Arazide çalışan personelin bir dizüstü bilgisayar ile yetkileri dahilinde ki tüm şebekeyi izleyecek, veri girişi yapacak ve sisteme aktarabilecektir. 9.1.Elektrik Dağıtımı Şebekesi Coğrafi Bilgi Sistemi Çözümü Genel Şartları Entegre, benzer arayüzlere sahip tek veritabanı üzerinde ; • Masaüstü profesyonel yazılımı • Web tabanlı bilgi, analiz yazılımı • Mobilize ekipleri için mobil kullanıcı yazılımı, olacaktır. Ayrıca yüklenici geliştirdiği çözümün KCETAS web-portal’ı ile entegrasyonunu sağlayacaktır. Bu entegrasyonun nasıl yapılacağını açıklayacaktır. Uygulamanın dili Türkçe olmalıdır. Portale erişim web tarayıcılar vasıtası ile olacak, kullanıcı makinesinde herhangi bir yazılım yüklemesine gerek olmayacaktır. Uygulama işlevlerini drop-down menüler aracılığı ile kullanıcılara sunacaktır. Uygulamada ana harita ve özet harita olacak ve özet harita istenildiğinde kapatılıp tekrar açılabilecektir. Haritada kullanılan katmanların harita üzerinde gösterilip gösterilmeyeceği seçimini kullanıcı yapabilecektir. 9.2. CBS Modülü Elektrik Dağıtım Şebekesi üzerinde yapılacak olan temel işlevler CBS modülünce gerçekleştirilecektir. Bu modül kullanıcıya temel GIS işlemlerinin harita üzerinde gerçekleştirme olanağı sağlayacaktır. İşin Tanımı; Harita üzerinde elektrik dağıtım şebekesi verilerini koordinatlı olarak gösterebilecektir. Hangi koordinat sisteminin kullanıldığı ve haritanın hangi ölçekte görüntülendiği bilgisi ekranda gösterilecektir. Kullanıcı temel GIS işlemlerini gerçekleştirebilecektir. Temel GIS işlemleri haritayı kaydırma, uzaklaşma/yakınlaşma, belirli bir noktaya yaklaşma, seçili alana gitme, bir önceki/bir sonraki görünüme gitme, herhangi bir noktanın koordinatını belirleme, herhangi bir ölçeğe yakınlaşma/uzaklaşma, tüm görünüm gösterme, vb... gibi işlevlerdir. Hangi katmanların görüntülendiği kullanıcıya gösterilecektir. Kullanıcı istediği katmanların haritada görüntülenmesini durdurabilir ve tekrar ekleyebilir. Katmanların sembolleri TEDAŞ yönetmeliklerine uygun olarak kurum yetkililerinin önerilerine göre yüklenici tarafından hazırlanacaktır. 6. Cografi Bilgi sistemi yazılım özellikleri 1. Veri Depolama 1. Sistem verileri SQL ile ulaşılabilir ve açık biçimde depolayabilmelidir. 2. Bütün öznitelik bilgileri standart veritabanında saklanmalıdır. (öznitelik sınıfları, obje davranış kuralları, grafik sunumlar ,vs.) 3. Sistem standart veritabanında çalışmalıdır yani veritabanı üzerinde özel olarak kurulmuş bir eklentiye ihtiyaç duymamalıdır. 4. Yazılım GIS ile veritabanı arasında herhangi bir ara katmana (middleware) ihtiyaç duymamalıdır. 2. Veri Modeli 1. Elektrik, gaz,su, atıksu ve telekom altyapılarına ait bileşen modellerini desteklemelidir.Veri modeli çeşitli altyapı sektörü projelerinde denenmiş olmalıdır. Uygulama bu tip projelere ilişkin referanslara sahip olmalıdır. 2. Model altyapıya ilişkin tüm ihtiyaçları ve gerekli tüm teknik verileri kapsamalıdır. 3. Veri Modeli ; 1. Coğrafi Bilgi sistemlerinde olması gerekli özellikler Coğrafi bilgi sistemleri (CBS); Gaz, Su, Haberleşme, Ulaşım, Elektrik vb. Ağ Yönetiminde hatta Sağlık Sistemleri gibi çok çeşitli alanlarda kullanılabilmektedir. Bu nedenle CBS sistemlerinin kullanılacakları alana, konuya göre özelleştirilmiş özellikler, ilave yazılımlar içermektedir. Bu bağlamda elektrik şebekelerinde kullanılacak CBS sistemlerinde temel gerekli özellikler aşağıda sıralanmaya çalışılmıştır. Bunlar temel gerekli özellikler olup bunlarla birlikte elektrik şebekelerinde kullanıcı dostu, güvenilirliği ve kullanım hızını arttırıcı, diğer sistemlerle entegrasyonu kolaylaştıran pek çok özellikler bulunmaktadır. 1. Elektriksel topoloji (elektrik ekipmanları arasındaki sahiplik/anne-oğul ilişkisi) olmazsa olmaz niteliğinde bir özelliktir. 2. CBS’de kullanıcının ilave bir işlemine gerek kalmaksızın elektrik şebekesi çizimi sırasında,yazılım tarafından otomatik olarak topoloji kurulabilir olmalıdır. 3. Topolojiye bağlı sorgulamalar yapılabilmelidir. Örneğin; a. TEİAŞ trafo merkezine bağlı tüm elektriksel ekipmanların, b. Bir ya da birden fazla dağıtım merkezine bağlı ekipmanların, c. Aynı trafodan beslenen hat ve kabloların. d. Belli bir gerilim seviyesindeki birbirine bağlı elemanların seçilebilir olması gibi. 4. Topoloji veritabanı üzerinde yönetilmeli ve senkronize çalışmalıdırZira bir katmanda silinen bir ekipmana bağlı olarak topoloji de revize olmalıdır. 5. Obje tabanını sağlamalıdır: Elektrik ekipmanları, elektriksel özellikleri barındıracak şekilde tanımlı olmalıdır. Örneğin; a. Kesici, ayırıcı, sigorta, bara, kablo, havai hat, transformatör (üç sargılı, iki sargılı) kondansatör, reaktör, topraklama vb. gibi elemanlar elektriksel özellikleri tanımlanmış olarak mevcut olmalıdır. Elektriksel özelliklerin tanımlanmış olması; bir kesici için iki ucu olduğu, anahtarlama elemanı olduğu için konum bilgisinin bulunması gerektiği, temel elektriksel özelliklerinin doldurulabiliyor olması vb. gibi açıklanabilir. b. Kablolara kesit farklılığı, tip değişikliği vb. sebeplerle ek yapılması durumunda ek elemanı olarak ayrı bir ekipman kullanılabilmeli. Çünkü ek noktaları elektrik analizlerinde önem taşımakta, ayrıca kullanıcının hangi noktada ek yapıldığını bilerek arıza kestiriminde bulunabilmesini sağlamaktadır. 6. Kural tabanlı ilişkilendirilmiş veri modelini, elektriksel bağlantı kurallarını içermelidir. a. Bağlantı kontrolü, kısıtlaması olmalı. Örneğin farklı gerilim seviyelerindeki ekipmanların birbirine bağlanmasına izin vermemek gibi. b. Aynı isimlendirmelere izin vermemeli, c. Kullanıcının isimlendirme veremediği noktalarda programın otomatik benzersiz isim üretmesi ya da isim vermeden işlemin tamamlanamaması gibi. d. Katmanlar özelleştirilmiş olmalı ve bir katmana kendisiyle ilgisiz bir ekipmanın çizilmesine müsaade edilmemeli. Örneğin orta gerilim katmanına alçak gerilim elemanlarının çizilememesi gibi. 7. Çizim ve veri girişinde hataların önüne geçmeyi sağlayıcı kontrol mekanizmaları, sorgulamalar, kurallar yazılımın içinde bulunmalı ve gerektiğinde ilave kurallar konulabilmelidir. a. Örneğin hatların uçları açıkta bırakılamamalı, b. Aynı koordinatlarda üst üste birden fazla nokta, eleman çizimine müsaade edilmemeli ya da uyarı vermeli, c. Tek bir hattın parçalı çiziminin gerekmesi durumunda üst üste binen parçalarının olmaması. (Kazara üst üste çizilen elemanlar, hatlar gözle görülemez ancak veriler dışarı alınıp işlem yapılırken hatalara sebep olur. Hatların üst üste çakıştırılarak çizilmesi elektriksel olarak ring ya da kısa devre gibi yorumlanacağından yanlış sonuçlar elde edilmesine neden olur.) 8. Temel enerjili ya da enerjilenebilen elektrik ekipmanları, diğer ekipmanlardan ayırt edilebilir olmalı (ayrı katmanlar gibi) olmalıdır. Örneğin; a. Elektrik direklerinin hatlarınkinden ayrı bir katmanda yer alması gibi. Elektrik direkleri enerjileşen elemanlar olmayıp yardımcı eleman kapsamında olduğu için elektrik topolojisinde yer almamalıdır. b. Temel elektrik elemanlarının diğer yardımcı malzemelerden ayrı katmanda olması elektrik topolojisinin diğer coğrafi topolojiden ayırt edilebilmesini sağlar. Böylece elektriksel topoloji içinde datalar dışarı alınıp enerji yönetimi sistemleriyle entegrasyonu ve elektrik temellerine dayalı analizlerin yapılabilmesi mümkün olur. Örneğin elektrik hatlarını taşıyan direkler ile hatların bilgisi birbirine bağımlı olarak dışarı çıkartılıyorsa direklerin bir elektrik düğüm noktası gibi algılanması riski ortaya çıkar. Oysa direkler, elektrik temelleri tanımındaki düğüm noktası değildir. Elektrik şebekelerinde yük akışı, kısa devre vb. olmazsa olmaz nitelikli elektriksel hesaplamalar; ister el ile ister programlar aracılığıyla olsun elektrik temellerinde tanımlanan düğüm noktalarını dikkate alan matrisler kurularak yapılmaktadır. Bu nedenle gerçek elektrik düğümü olan noktaların program içerisinde ayırt edilir nitelikte (ayrı katmanlarda) olması önem arz etmektedir. Ayrıca hat bilgilerinin program içinde ve dışarı çıkartıldığında başlangıç ve bitiş noktaları ile bütün olarak değerlendirilebilmesi için ve hattın güzergahı sorguladığında ise hat güzergahını gösteren direklerin vb. ayrıca dışarı alınabiliyor olması için bu özellik gerekmektedir. 9. Tüm katmanlarda tek ve senkronize bir koordinat sistemi olmalı. 10. Katmanların gösterimi kullanıcının seçimine bağlı ve kullanıcı seçiminden bağımsız hazır ilgili katman birleşimleri seçenekleri olmalı. Örneğin elektriksel ekipmanların ve topolojinin bulunduğu katmanlar, kullanıcının katman seçimine gerek kalmaksızın hazır olmalı. (Elektrik katmanı, bina katmanı gibi genel katman seçenekleri.) Çünkü kullanıcının seçimine kaldığında hata yapma riski artmaktadır. 11. Elektrik şebekesinin coğrafi yerleşimi görüntüsünden tek hat görüntüsüne geçiş olabilmeli. Bu özellik elektrik mühendislerinin sık sık ihtiyaç duydukları bir işlemdir. 12. Program kullanıcı sayıları ve özellikle aynı anda veri girişi yapma olasılığı dikkate alarak program hızının uygun olması. 13. Hatalı veri girişi olması ya da farklı kişiler tarafından girilen verilerde tutarsızlık, karmaşa olması durumunda program hata mesajları verebilmelidir. Hatalar düzeltilmeden verilerin merkezdeki gerçek data veri tabanında güncellenmesine müsaade etmemelidir. 14. Veri güncellemesi prosedürü çok önem taşımaktadır. Her veri girişi yapacak kişinin veri girişinden önce güncelleme yapması şeklindeki prosedürler zaman alır ve kullanıcıya bırakıldığından risk teşkil eder. Bu nedenle dinamik güncelleme (dynamic refreshing) olmalı. 15. Akıllı bellek denilen (smart hard disk) yapısı bulunmalı. Böylece hangi kişi, ne zaman, ne değiştirmiş, ne silmiş şeklinde kullanıcı kontrolüne bırakılmayan bir kontrollü ve güvenilir bir sistem kurulabilir. 16. Sahada yapılan numaralar (direk, fider, pano, box, bina, trafo, diğer ekipmanlar) ve isimler yazılım içerisinde koordinatlı olarak kayıt altında tutulmalı, izlenmeli ve raporlar alınmalıdır. Coğrafi bilgi sistemlerine elektriksel özellikler kazandırılması çalışmaları uzun senelerdir devam etmekte olup bu sözü edilen özellikler günümüzde gerçekleştirilebildiği bilinen özelliklerdir. Bununla birlikte başta da belirtildiği üzere yukarıda sıralanan özellikler, temel gerekli özellikler olup bunlarla birlikte elektrik şebekelerinde kullanıcı dostu, güvenilirliği ve kullanım hızını arttırıcı, diğer sistemlerle entegrasyonu kolaylaştıran daha pek çok özellikler bulunduğu da dikkate alınmalıdır. 9.2.3. Coğrafi Bilgi Sistemlerinin (CBS) Diğer Sistemlerle Entegrasyonu Diğer sistemlerle entegre edilebilir olmalıdır. Çağrı merkezi, Şebeke planlama (sıncal), SCADA (Power CC), Abone Bilgi yönetim (ABYS), KPS kimlik paylaşımı sistemi, Sayaç okuma (sınglon), proje (B-proje) ve diğer (yeni ve mevcut) yazılımların CBS yazılımıyla entegrasyonu yapılacaktır. KCETAŞ mevcut yazılımların entegrasyon için yapacağı işlemlerin sorumluluğu KCETAŞ’a aittir. Bu mevcut yazılımların temin edilen firmalar ile KCETAŞ arasında bakım destek sözleşmesi kapsamında taahhüt altına alınmıştır. Elektrik şebekelerinde CBS sistemleri, merkezi veri bankası şeklinde kullanılmaya başlanmış olup, bir taraftan da elektrik şebekelerinin işletiminde kullanılan diğer sistemlerle alış-verişi yapabilmelidir. • CBS sisteminin diğer sistemlerle alış-veriş ihtiyaçları arttıkça diğer sistemlerle entegrasyon yapısı da aşağıdaki şekilde geliştirilmektedir. • Coğrafi bilgi sistemleri ve diğer enerji yönetim, işletim sistemleri arasında bilgi alışverişinin (arayüzler) sağlıklı bir şekilde yürütülebilmesi için elektrik sistemlerinin kodlaması, isimlendirmesi büyük önem taşımaktadır. Bu bağlamda tercih edilen metod akıllı isimlendirme sistematiğinin kullanılmasıdır • CBS ve diğer sistemlerin seçimi, kurulumu ve entegrasyonu işlemlerinin paralel yürütülmesi gerekmektedir. Zira entegrasyon koşulları düşünülmeden, gerekli denemeler yapılmadan oluşturulan bağımsız çalışan sistemler arasında daha sonradan entegrasyon kurmak çok daha zor olmaktadır. Örneğin isimlendirme ile ilgili detaylardan da görüleceği üzere CBS’de elektrik şebekesinin oluşturulması sırasında diğer sistemlerdeki isimlendirme ya da entegrasyondaki ortak kodlamayı oluşturmak için bir arada düşünmek gerekmektedir. • Günümüzde hala entegrasyon çalışmaları için her şebekede, tüm sistemlerle kullanılabilecek %100 standart çözümler uygulanamamaktadır. Bilgi alış-verişini sağlayan arayüzler kullanıcıya, elektrik şebekesinin özelliklerine ve birlikte çalışacak sistemlere bağlı olarak geliştirilmektedir. Çoğu zaman yazılımlara ek özellikler eklemek, adaptasyon yapmak vb. gerekmekte olup bu çalışmalar toplamda sene bazında uzun zaman dilimlerinde gerçekleştirilmektedir. Mevcut (Garmin ve Macellan GPS/DGPS) cihazları ile yazılım entegre çalışabilecek sorunsuz sahadan gelen koordinat bilgileri yazılıma aktarılacaktır. Sistemin kurulumu ve diğer sistemlerle entegrasyon işlemlerinde sürekli olarak bir uzmanın bulundurulacaktır. 9.2.4. Mevcut CBS Yazılımlarından Geçmiş Verilerin Yeni Yazılımlara Aktarılması ve Verilerin Düzeltilmesi işlemleri Mevcut CBS yazılımlarından geçmiş grafik ve sözel verilerin yeni yazılımlara aktarılması yapılacaktır. Bu veri aktarma süresince sürekli olarak firma bir uzman bulunduracaktır. Sistemin geçmiş verilerin yeni teklif edilen CBS sistemine aktarılması işlemlerinde sürekli olarak bir uzmanın bulundurulacaktır. Veri aktarımından sonra verinin topolojik kalitesini sağlayacak metotları (metodolojisi ) detaylı olarak açıklayacaktır.Bu durum fiyat dışı unsur olarak değerlendirilecektir. Öncelikle mevcut verinin yedeği alınarak aktarım kuraları oluşturulacak, her aktarımdan sonra veri kalitesine bakılacak en uygun çözüm ile veri tek seferde sisteme aktarılarak test ve kabul sonrası işletmeye açılacaktır. Verilerin bir kısmı aktarımdan önce bir kısmı aktarımdan sonra düzelebilecektir. Veri düzeltme işlemleri için KCETAŞ iki personeli iş süresince görevlendirecektir. Aşağıdaki tabloda mevcut CBS (mapınfo) yazılımındaki aktarılacak nokta sayısı verilmektedir. Bu noktalara ilişkin grafik ve sözel veriler yeni teklif edilecek CBS yazılımına aktarılıp topolojik ilişki için gerekli düzeltmeler yapılacaktır. Yüklenici firma ihtiyaç duyulan eksik bilgileri KCETAŞ’ a proje süreci içerisinde raporlayacak ve KCETAŞ personeli bu eksik verileri sahada veya ilgili dosyadan istenen formatta toplayarak yeni CBS yazılımına aktaracaktır. Sonuçlar anlaşılır bir şekilde kullanıcıya gösterilecek ve Microsoft Excel ile açılabilir bir formatta dosyaya aktarılabilecektir. Harita üzerinde konum bazlı sorgulama yapılabilecektir. EPDK’nın elektrik enerjisinin tedarik sürekliliği, ticari ve teknik kalitesi hakkında yönetmelik kapsamında yer alan tablolar EPDK’nın istediği formatta otomatik olarak hazırlanacak ve Microsoft Excel ile açılabilir bir formatta dosyaya aktarılabilecektir. 9.3.6 Yetkilendirme Modülü Bu modül ile, rol bazlı kullanıcı yetkilendirmeleri yapılır. İşin Tanımı Sadece yetkili kullanıcılar Elektrik Dağıtımı GIS Çözümü yazımını kullanabilecektir. Her kullanıcıya bir rol atanacaktır. Kullanıcının yetkisi bağlı olduğu rolün yetkisi kadar olacaktır. Rollerin yetkileri ayrı bir sayfadan ayarlanabilecektir. Bu yetkiler tablo(katman) bazında ve öznitelik bazında tanımlanacaktır. Her rolün kullanabileceği modüller de bu sayfadan belirlenebilecektir. Her rol haritada yetkilendirildiği öznitelikleri görebilecek veya değiştirebilecektir. Her rolün projelerle ilgili bir yetkisi olacaktır. Bu yetkiye göre kullanıcılar proje oluşturabilecek, var olan projeleri açabilecek ya da silebilecektir. 10. PROJEDE GÖREV ALACAK PERSONEL ÖZELLİKLERİ Proje personelinin Kayseri ve Civarı Elektrik T.A.Ş.’te bulunduğu sürece İdare tarafından öngörülen çalışma saatlerine ve programına uygun hareket edecektir. Firma ve idare tarafından proje sorumlusu belirlenecektir. Yurt dışı ortağının olması durumunda yurt dışı ortağı olan firmada çalışan en az iki kişi proje ekibinde yer alacaktır. Yüklenici firma aşağıda belirtilen iş süreçlerinde; - Mevcut verilerin CBS modülüne aktarılması, verilerin düzeltilmesi ve entegrasyonu, - Mevcut yazılımlardan geçmiş verilerin yeni yazılımlara aktarılması (CBS grafik ve sözel veriler), - Coğrafi Bilgi Sistemi modüllerinin adaptasyon ve/veya analiz ve tasarım, test,eğitim ve devreye alma çalışmalarında, - Test ve kabul işlemlerinin tamamlanmasına müteakip 2 ay işletme süresince, proje ekibinden en az bir yazılım uzmanı sürekli KCETAŞ hizmet binasında görevlendirecektir. Firma projenin süresi içerisinde yukarıda belirtilen iş süreçleri için gerek danışmanlık gerekse destek hizmetleri için bir uzman bulunduracaktır. Bu uzman KCETAS ta görevlendirilecektir. 11. PROJE AŞAMALARI 11.1.Analiz Analiz Dokümanında istenilen kapsam Gereksinim Tanımları Dokümanı: Yazılımın sahip olacağı fonksiyonel ve sistem (entegrasyon, performans, ortam, kalite, güvenlik gibi) gereksinimleri hazırlanacaktır. Kullanım Durum Dokümanı: Projede UML modelleme aracı kullanıldığı durumlarda Gereksinim Tanımları Dokümanı’nda belirtilen gereksinimler ile ilgili çözümler hazırlanacaktır. Kavramsal Veri Modeli Tasarım Dokümanı: Projede geliştirilecek uygulamada yer alan varlıklar, varlıklar arasındaki bağlantılar ve detaylı tanımları hazırlanacaktır. Toplantı Tutanakları: Bu aşamada İdare ile gerçekleşen görüşmeler toplantı tutanakları şablonu kullanarak kayıt altına alınacaktır. 11.2.Tasarım Tasarım raporu ile yapılacak işlemlerin sıralandığı ve ne zaman, nerede, nasıl ne maksatla yapılacağı belirlenecektir. Tasarım raporu ve Kurulacak Sistemin Mimarisi incelenerek ve gerekli görüşleri ile birlikte İdare tarafından onaylanacaktır. 11.3. Tasarım Dokümanı kapsamı Fiziksel Mimari Tasarım Dokümanı: Uygulamanın fiziksel bileşenleri (sunucu, istemci vb.), bu birimler arasındaki bağlantılar (LAN, WAN, wireless vb.), fiziksel birimlerde veri saklama modeli ve tasarımı etkileyecek gereksinim ve kısıtlamalar hazırlanacaktır. UML Diyagramları: Gerekli olması durumunda geliştirilecek uygulamada yer alan sınıflar, sınıflar arasındaki bağlantılar ve detaylı tanımları için “Sınıf Diyagramı”; sınıflar arası iletişimi göstermek için “Nesne Sıralama Diyagramı” , uygulama içindeki genel akışları göstermek için “Aktivite Durum Diyagramları” hazırlanacaktır. Yazılım Mantıksal Tasarım Dokümanı: Proje nesneye yönelik modelleme ile geliştiriliyorsa uygulamanın mimari bileşenleri, uygulamanın alt sistemlere ve paketlere dağılımı ve paketlerin sınıflara dağılımı, önemli sınıfların açıklamaları ve sınıflar arasındaki ilişkileri ve diğer önemli tasarım elemanlarını göstermek amacıyla hazırlanır. Fiziksel Veri Modeli Tasarım Dokümanı: Uygulama bir veritabanı uygulaması ise nesne varlık model(ler)i diyagramları, tablo yapıları hazırlanacaktır. Kullanıcı Arayüz Tasarımı: Gereksinim analizinin sonucunda oluşturulan kullanım durumlarının çözümü için hizmet edecek ekranlar ve anlatımları hazırlanacaktır. Arayüz Tanımlama Dokümanı: Projede dış sistemlerle entegrasyon varsa entegrasyon arayüzünü tanımlamak amacıyla hazırlanacaktır. Test Planı Dokümanı: Proje sürecinde yapılacak test çalışmalarını detaylı olarak planlamak amacıyla test kapsamı, test ortamı gereksinimleri, test stratejileri, test çalışmaları takvimi, hangi fonksiyonların test edilip hangi fonksiyonların test edilmeyeceği, sorumluluklar, riskler ve bağımlılıklar, test çıktıları gibi bilgiler açıklanır. Bu doküman proje planına göre tasarım aşamasında ya da geliştirme aşamasında hazırlanacaktır. Toplantı Tutanakları: Bu aşamada İdare ile gerçekleşen görüşmeler toplantı tutanakları şablonu kullanarak kayıt altına alınacaktır. 11.4 Kodlama Tasarım Raporu onaylandıktan sonra Firma tarafından kodlama aşamasına geçilecektir. Tasarım aşamasında belirlenemeyen hususların ortaya çıkması halinde kodlama aşamasında bu durumun uygulamaya aktarımı Firma tarafından sağlanacaktır. 11.5.3. Sadece KCETAŞ için özel üretilen tasarımların kodları teslim edilecektir. Standart yazılımların kaynak kodları teslim edilmeyecektir. 11.5 Testler Firma yazılımların testlere hazır olacağı tarihleri, 5 takvim günü önceden İdareye yazılı bildirecektir. Beta Testinin başlayabilmesi için. Yüklenici, uygulamaları ve veri tabanını sisteme yükleyerek, kullanıma hazır hale getirecektir. Test için kullanılacak donanım kurum tarafından sağlanacaktır Firma beta testleri sırasında test ortamlarında projede fiilen çalışmış kişileri bulunduracaktır. Test süreleri boyunca, İdare’den kaynaklanan durumlardan dolayı sürenin aşılması halinde yükleniciye aşılan süre kadar ilave süre verilecektir. Beta testi aşamasında çıkan hatalar/eksiklikler ve değişiklik taleplerinin takibinin kolay yapılabilmesi amacı ile kullanıcılardan bir test formu ile yazılı ve teste katılan personelin imzası ile alınacaktır. Yüklenici bu amaçla bir form geliştirecektir. Yeterli sayıda çoğaltacaktır. 11.6 Geçici Kabul Beta test aşamasında test formuna yazılarak kayıt altına alınan eksiklikler Yüklenici tarafından tamamlanır. Tamamlanan bu eksikliklerden sonra geçici kabul tamamlanır. Geçici kabul test formunda yazılmayan ancak daha sonra tespit edilen eksiklik ve istekler deneme süresi öncesinde Yüklenici tarafından tamamlanacaktır. Sözleşme ve sözleşme esasları sağlanıyor ise geçici kabul tutanağı tanzim edilecek, sözleşme ve sözleşme esasları sağlanmıyor ise Yükleniciye İdare 10 iş günü süre verecek, bu sürenin sonunda geçici kabul yapılacaktır. 11.7 Deneme Süresi Geçici Kabul işlemleri tamamlanmasından sonra yazılım programının deneme süresi başlayacaktır. Deneme Süresi 3 hafta süre ile yürütülecektir. Kurumun onayı ile bu sürede ortaya çıkan eksiklik, hata ve öneriler kesin kabul sürecine kadar Firma tarafından tamamlanacaktır. 11.8 Kesin Kabul Deneme süresinde çıkan eksikliklerin tamamlanması ve sorunların giderilmesi ve eğitimlerin tamamlanmasından sonra kesin kabul süreci başlayacaktır. Kesin kabul süreci, deneme süresi ve eksiklikler tamamlandıktan sonra projenin dokümanlarının teslimi ile tamamlanacaktır. YAZILIMLARIN KURULUMU Yüklenici, İdare için gerçekleştirilecek uygulama yazılımlarının bir bütün olarak, birbirleri arasında ilişki gerektiren kısımlarını da eksiksiz olarak hazırlayacaktır. Yüklenici, gerçekleştirdiği yazılımları mevcut sisteme kurarak sorunsuz çalışmasını sağlayacak olup, testlerin bildirilen yerlerde yapılması zorunludur. TESLİMAT ve TAKVİM Yüklenici, yukarıda tanımlanan Kayseri ve Civarı Elektrik T.A.Ş.’in ihtiyaçları doğrultusunda Elektrik Dağıtımı GIS Çözümü yazılımının teslimatını sözleşmenin imzalanmasını müteakip 90 takvim günü içerisinde tamamlayacaktır. Ayrıca, Yüklenici Sözleşmenin imzalandığı tarihten başlamak üzere detaylı bir iş takvimini teklifiyle birlikte İdareye sunacaktır. Sözleşme tarihini takip eden en geç iki (4) ay içerisinde, Analiz ve Tasarım Raporları İdareye teslim edilecektir. Projenin diğer aşamaları sekiz (6) ay içerisinde tamamlanacaktır. Yüklenici, teklifiyle birlikte proje yönetim planı hazırlayarak İdareye sunacaktır. Söz konusu planda, yüklenicinin proje organizasyonu ve bu organizasyonda yer alan personelin rolleri detaylı olarak açıklanacaktır. Yüklenici, bu proje kapsamında geliştirilen yazılımların (kaynak kodlar, işletilir kodlar vb.) eksiksiz bir setini, İdare tarafından onaylanmış tüm belgeleri ile birlikte, kesin kabul öncesi bir bütün ve ilk sürüm olarak İdareye teslim edecektir. EĞİTİM Yüklenici, bu proje kapsamında sağladığı tüm yazılımları kapsayan konularda KCETAS bünyesinde eğitim verecektir. İdarenin belirleyeceği 5 kişiye 15 iş günü Süper Kullanıcı eğitimi verilecektir. Proje ekibince belirlenecek yerde (KCETAS bünyesinde) 1’er İş Günü olacak şekilde 50 uç kullanıcıya 10’ar kişilik gruplar halinde 5 iş günü ardı ardına eğitim verilecektir. Son kullanıcı eğitiminde kullanılacak doküman veya kullanıcı kılavuzları kitapçıkları Türkçe olarak yüklenici tarafından CD ortamında da sağlanacaktır. Eğitimlere geçici kabul yapıldıktan sonra başlanacaktır. Dağıtım Şirketlerine uygulanmış olan CBS ve diğer yazılımların uygulamalarının yerinde incelenmesi ve karşılaşılan problemlerin sistem hayata geçirilmeden önce analizleri ve çözümleri eğitimi verilecektir. • Tüm kurs programının zamanlaması, ilk kursun başlamasından önce KCETAŞ’la birlikte koordine edilecektir. Tüm kurs dönemi için günlük bir zaman çizelgesi ve her bir kurs için, kurs dokümantasyon listesini içeren müfredat programı, eğitimin başlama tarihinin öncesinden sunulmuş olacaktır. • Proje ekibi ve eğitim alacak diğer personelin eğitim, ön kabul, inceleme, testler vb. konularla ilgili şehirdışı ve yurtdışı seyahat ve konaklama giderleri (yemek, otel ve yerel ulaşım gibi) Yüklenici Firma tarafından karşılanacaktır. DOKÜMANTASYON Dokümanlar Türkçe olacaktır. Tüm dokümanların birer elektronik kopyası da İdare‘ye sağlanacaktır. Kullanıcı Kılavuzları: Yüklenici yazılım modüllerini kullanan personel için Türkçe olarak geliştirilmiş kullanıcı kılavuzları hazırlayacaktır. 100 adet kullanıcı kılavuzu İdarenin onayından sonra hazırlanarak teslim edilecektir. Tüm kullanıcı kılavuzları hard kopya olarak hazırlanacak ve İdare ’ye teslim edilecektir. Yüklenici, proje süresince projeye ait her türlü dokümanın en son halini iş bitiminde kurumu hard kopya olarak teslim edecektir. Yüklenici, yazılım geliştirme sürecinde kullanacağı tüm metodolojilerin tanıtım dokümantasyonunu teklifine ekleyecektir. 12. FİRMANIN YÜKÜMLÜLÜKLERİ Firma çalışan personelin İdarece belirlenen çalışma kurallarına uyulmasını sağlayacaktır. 13. GARANTİ VE BAKIM HİZMETİ Yüklenici, Teknik Şartname kapsamına giren tüm ürün ve hizmetlerin kesin kabul tarihinden başlamak üzere 6 (altı) ay süreyle ücretsiz yerinde bakım ve garanti hizmeti sağlayacaktır. Bu sürenin tamamlanmasına müteakip yüklenici firma ile KCETAŞ yıllık bakım destek sözleşmesi aşağıda belirtilen şartlar kapsamında bakım destek sözleşmesi imzalar. Bu sözleşme öncesi yüklenici firma bakım destek bedelinin %10 kadar kesin teminat verecek ve yıllık bakım destek bedeli teklif (sözleşme) bedelin %10’u geçemez. Garanti ve bakım destek kapsamındaki hizmetler 7 gün 24 saat esasına göre yapılacaktır. Yazılımlarda kullanıcılar tarafından belirlenecek sorunlar derlenerek, İdare tarafından Yükleniciye iletilecektir. Yüklenici sorumluluğundaki yazılımlarda olabilecek sorunlarda, Yükleniciye telefon, e-mail veya faksla bildirmesinden itibaren 2 (iki) iş günü içinde müdahale edilecek, 4 iş günü içerisinde arıza giderilecektir. Yüklenici, bakım ve onarım konusunda gerekli bakım-onarım ve teknik destek hizmetlerini garanti ve bakım destek süresince ücretsiz olarak vermeyi taahhüt edecektir. Teknik hizmetleri veren yazılım uzmanı en az üç ayda bir beş gün KCETAŞ hizmet binasında yazılım geliştirmeleri için analiz ve tasarım çalışması yapacaktır. Bakım ve onarım çalışmalarının sistemin çalışmasında neden olacağı kesinti ya da aksama 4(dört) saat ile sınırlı olacaktır. Garanti süresi sonunda İdare istediği takdirde bedeli karşılığı destek ve bakım anlaşması yapabilecektir. Bu bakım ve destek, garanti kapsamında firmanın yerine getirebileceği tüm kalemleri kapsayacaktır. Bakım destek işi kapsamında kurulumu gerçekleştirilen ve uygulamaya alınan Şebekesi (Varlık –Şebeke-Yatırım) Yönetim sistemi uygulama yazılımları için YÜKLENİCİ firma tarafından bu işe ait olarak bir yıl boyunca gerçekleştireceği arıza giderme, yazılımların yeni versiyonla güncellenmesi, entegrasyon ve bakım destek hizmetlerini kapsar. Kullanıcıların uygulamada karşılaştığı kullanıma ilişkin sorunları çözmek, kullanıcılara telefon desteği verilmesi (destek hattı), lisanslı yazılımın varsa yeni sürümleri ile güncellenmesi, ürün yükseltmeleri ("upgrade" işlemleri), lisans ve eğitim bedelleri bakım destek sözleşme kapsamındadır. Upgrade işlemleri sadece teklif edilen yazılımlar için yapılacaktır. Sistemin yer değişimi, yeni sunucu nedeni ile uygulama yazılımlarının yeniden kurulumu ve terminal kurulumu ve tanımlamaları ile ilgili destek hizmetleri beş yılda bir kez ve Acil destek talepleri ile oluşan hizmet süreleri bakım destek sözleşme kapsamındadır Diğer programlarla entegrasyonlarının yapılmasını, mevzuat değişikliğinin zorunlu olması durumlarında (T.C. Kanun, yönetmelik ve mevzuatlarının zorunlu kıldığı değişikliklerin işlenmesi), YÜKLENİCİ’nin kendi programında uygulama sırasında ortaya çıkan programsal sorunların giderilmesini, istenildiğinde kullanım yardımının verilmesini, programlarda yapılan geliştirmelerin ve değişikliklerin sisteme kurulumu ve eğitiminin verilmesini, programların ve entegrasyonların çalıştırılmasını, bakım, destek ve arıza giderme hizmetlerinin YÜKLENİCİ firma tarafından verilmesi sağlanacaktır. Yüklenici raporlamalar ile ilgili değişiklikler için KCETAS’a gerekli değişikliklerin kolayca yapılabileceği raporlama araçları sunacaktır. Programın çalışmasını engeleyecek değişiklikler için gerekli çalışma en fazla bir ay içerisinde Yüklenici tarafından garanti kapsamında gerçekleştirilecektir. KCETAŞ’a hızlı çözüm sunmak amacı ile telefon ve yerinde destek hizmetlerine ek olarak modem bağlantısı aracılığı ile de YÜKLENİCİ tarafından destek sağlanacaktır. Yerinde destek hizmet talebi, iletildikten sonra YÜKLENİCİ firma en geç 16 saat içerisinde sisteme yerinde veya telefon veya modem bağlantısı ile destek verecektir. YÜKLENİCİ firma, destek hizmetinin ifası esnasında öğreneceği KCETAŞ’a ait gizli bilgileri hiçbir biçimde veya gerekçe ile üçüncü bir kişiye aktaramaz. SUBJECT OF WORK This technical specification covers procurement of an Geographical Information System software which shall enable the on-map management, monitoring and reporting by General Directorate of Kayseri and Vicinity Electric T.A.Ş.(KCETAŞ) of the Electric Distribution Network and its adaptation and integration with the internal application programs upon transferring data in the existing GIS system. 2. PURPOSE With this project, Kayseri and Vicinity Electric T.A.Ş.; aims at acquisition of the facility to ensure that the research, planning and decision - taking organs have a rapid access to the institutional information of the Electric Distribution Network and ability of required reporting and statistical data clusters upon execution of accurate inquiries on updated information and of offering such results developed over a multi-user medium inside the corporation via various medias within permission. The main objectives of the basic electric network management software are as follows; • To minimize the losses and leakages in the network, • To ensure single – centre effective network management, • To intervene the failures instantaneously, • Network planning, • Effective network service, • To cause efficiency maximization, • Customer information, • To increase business productivity, • Assets follow-up, • Monitoring and management of investments, • To promote procurement quality, • To collect all network – related information (SCADA, Automatic Electric Meter, customer, network elements (transformers, utility poles, sub-stations, maintenance information, material and repair records etc.) in a database. To be able to accomplish these functions, it accumulates all – network related data in one database and performs the network management by means of modeling. 3. SCOPE Asset the subject of this Specification, it is the work of realization of on – map plotting of low and high tension electric distribution network over a web – based / desktop professional / mobile management – oriented software and transfer and adaptation of existing system datum and receiving integration, training and maintenance services. The installation of the systems shall be performed to the systems of Kayseri and Vicinity Electric T.A.Ş. 4. ABBREVIATIONS Administrative Abbreviations KCETAŞ : Kayseri and Vicinity Electric T.A.Ş. GENERAL CLAUSES 1. The Contractor shall completely and clearly reply all clauses of the Specification maintain the same numerical sequence. 2. The Contractor is obliged to fulfill all requirements of the Specification as a whole. The statement of “read, understood and accepted the same” shall be used to be an answer as per clause of the Technical Specification and there shall be informative explanation in responses given to the Specification. 3. Regarding the provisions not defined in this Specification, the provisions of the Administrative Specification rule. 6. EXISTING HARDWARE AND APPLICATION SOFTWARE All software clusters and applications to be prepared by the Contractor shall be installed to the main servers of Kayseri and Vicinity Electric Inc. Co. 7. SOFTWARE PRIORITIES All software offered with the Solution shall be handed over by the Contractor to the Administration together with their technical documents recorded to CD and the like systems until final acceptance. The Contractor shall prepare its own project management plan and present it together with its offer (bid) to the Administration. Said project management plan shall comprise its project – oriented approach and the resources it shall utilize when performing its activities. During data entry, to the extent possible, ready lists shall be utilized in every area and when required, it shall be possible to enter automatically into the data areas to assign the initial value, date, day, time, month etc. to the areas desired. The software pieces shall bear the controls which shall minimize the user’s mistakes of this nature and ensure easy use. The Contractor shall ensure that all software are operated in a error-free manner and provide integration with the other defined modules and shall provide the warranty, maintenance (service), training and support services. Contractor is responsible for the supply of all software – related tools required for a full – functionality of all systems to be installed within extent of this project. Excluding process of the installation and data integration procedures determined upon approval by the Administration, it shall be ensured by the Contractor that it shall not happen any data loss, systematic failure over Kayseri and Vicinity Electric Inc. Co. during installations and program downloads and necessary adjustments made by the Contractor via Servers of Kayseri and Vicinity Electric Inc. Co. without causing any interruption with any modules. Within the scope of the project, Contractor is obliged to take the measures it would deem appropriate against reconstruction of Solution, code and designs or their reverse – engineering activities – oriented usage. Electric Distribution GIS Solution shall be easily and effectively learnt and usable by all users. There shall be help menus and steps of explanation pertaining to their operation procedures. Provided that system interface and database be included, every each unit hereof shall be 100% Turkish compatible and support Turkish characters. System – related all operation and training related and other necessary documentation shall also be in Turkish Language. Including also the manager screens of GIS Solution at Kayseri and Vicinity Electric Inc. Co., shall provide documentation clearly explaining the usage of all screens (User’s Manual in Turkish). Electric Distribution GIS Solution software shall have the right of adequate number of users together with all functions hereof. The software shall operate using Oracle database server. There is a Oracle standard licensed in name of KCATAŞ. The Application software shall be developed in object – oriented with updated GIS software technology proposed with the bid of Undertake All types of graphic, vocal and raster data Kayseri and Vicinity Electric Inc. Co., shall use within extent of the project shall be compiled in a central database. The application shall have a multi – user system architecture. The data to be saved and managed in the central database shall be opened for use by Operation Managements (Managements, Station Offices and the like to be designated by the Project Team). The Contractor shall monitor software development processes for the codes it shall constitute and submit every stage hereof for approval by the Administration upon having formed necessary documents. In its proposal, the Contractor shall specify the data conversion / integration and software development methodology it shall implement within the scope of Project. In the System Requirements Analysis Document it shall configure, the Contractor shall constitute a traceability matrix oriented toward ensuring traceability between the requisites (requests) defined in the Technical Specification and the requirements defined in the System Requirements Analysis Document. Utilizing the System Requirements Analysis Document and System Architectural Design Document, the Contractor shall make up the Software Requirements Document. Based on the Software Requirements Document, shall be configured upon having completed The user – related menu, screen and report structures shall be constituted and documented by Draft User Interface Design Form and be reviewed together with the Administration. Draft Software Architectural Design Document shall be developed based on the software requirements and user interface design documents. In event of having caused interruptions longer than those requested, the penalty clauses specified in the provisions of the Administrative Specification or referred to herein shall be exercised. The differentiating identity information and transaction information of every each user who entered the system to make data entry and operations based on making changes over the data shall be saved together with the time data. Saved information of this nature shall be filed and cleared by Data Process in certain intervals. System; shall provide the rights of access definable and usable by the Administrator User. Without entering password (log in), the user shall be able to reach at all basic modules permitted upon entry of User’s name used from office computer. When a user entered the system, it shall use the program by its own authorization level – specific menus and shall be unaware of existence of other modules at all. Authorization shall be provided on basis of module, table and attribute. The unauthorized shall never be displayed in the module web interface. Whenever the User wanted to make a change on the map, it shall be able to realize it within its capacity. Formation of an object from unauthorized layers (stratums) shall not be allowed. The user shall only be able to observe the attributes within its own capacity and make changes accordingly. Web arrangements shall be controlled from a separate web page and/or shall be controllable by an interface and steerable by using the facilities of individual and group – based database authorization effectively. Without any need for additional program development, it shall be of the individual and group – based manageable. Application shall support the group and user – based authorization. 9. SOLUTİON SCOPE OF THE WORK FLOW MANAGEMENT SYSTEM TO THE GOGRAPHICAL INFORMATION SYSTEM OF THE ELECTRIC DISTIBUTION NETWORK In addition to the basic GIS functions such as on-map display, coordinates localization, coordinate display to be performed across the electric distribution network elements, Electric Distribution Network Geographical Information System Solution shall offer facility of composing projects by the users within their capacity and constituting new objects over the network map within extent of these projects and changing or deleting available objects. What is more, the users shall be able to carry out electrical computations on current electric networks or on the project drawings composed later on. In addition, the Electric Distribution Network Geographical Information System Solution shall allow re-activation of the elements broken down across the electric network, thus electrical failures shall be able to be simulated and which electric distribution network elements and subscribers (consumers) remained de-energized shall be displayable on the map. Using the failures entered, the system shall be able to effectuate the regulation requirements regarding commercial and technical quality of (Energy Market Regulatory Authority) Electrical Energy Procurement Continuity and to make up automatically the tables in relevant regulation. The investments made every year shall be traceable over the system. The software clusters of the Electric Network Geographical Information System accumulate all network – related data in a central database. The system owns a full Geographical Information System (GIS) function. In the background, there are digital maps, satellite maps and air photos pertaining to the network. The digital maps might be in raster and vector format. This software should carry all peculiarities of GIS software. Unlike standard GIS display, it should boost the network displaying all data related to the network. All information pertaining to the network element should be recalled to the screen upon tickling on such element. Some of this information is: year of manufacture, material type, cost, failure knowledge, repair information etc. It is possible to display and process all information related to the customers connected to the network. General Requirements of Electric Distribution Network Geographical Information System Solution Over a single database possessing integrated, similar interfaces, the following shall exist: • Desktop professional software • Web – based data, analysis software • Mobile user software for mobile teams. Furthermore, The Contractor shall ensure hat the Solution it has developed shall get integrated with KCETAŞ web – portal. How this integration to be accomplished shall be disclosed. The language of the application must be Turkish. Accession to the portal shall take place by means of web raster yet there shall be no need to download any software with the user’s device. Application shall offer its functions to the users by the mediation of drop – down menu. In practice, there shall be a main map and a abstract map and the abstract map shall be closed and re-opened at any time. The user shall be able to select whether or not the layers used on the map would be shown on the map. 9.2. CBS Module Basic functions to be executed over the Electric Distribution Network shall be realized by the CBS module. Software Characteristics of Geographical Information System 1. Data Storage 1. The system data should be accessible by SQL and capable of making an open storage. 2. All attribution information is to be saved in the standard database. (Attribution classes, object behavior rules, graphic presentations, etc.) 3. The system is to operate in the standard database, namely should not require a plug-in specifically installed over the database. 4. The software should not require any middleware between GIS and the database. 2. Data Model 1. In addition to the professional users, the printout function should be usable by the web analysis / enquiry users. 4. The printout function should include the following features: 1. Features required in Geographical Information systems Geographical information systems (GIS are usable in various fields such as Gas, Water, Communication, Transport, Electricity, Network Management, Health Systems. For this reason, GIS systems comprise customized features and additional software according to the type of application. In this context, essential features required to be existing in GIS systems to be used in electric networks are tried to be listed below. İn addition to these basic features, there are too many features in electricity networks, which are user – friendly and improve reliability and rapidity in use and facilitate integration with other systems. 1. Electrical topology (electrical equipment ownership between / mother-son relationship) is a must - exist feature. 2. Without any process by the user during electrical network drawing via GIS, the topology is to be automatically installed by the system. 3. The queries subject to Topology are to be applicable. For example; a. All electrical equipment connected to the central transformer of TEIAS, b. One or more equipment connected to the distribution center, c. The lines and cables fed from the same transformer, d. The elements connected to each other at certain tension (voltage) level should be selectable. 4. Topology must be manageable over the database and run synchronously. However, also the topology should also be revised depending on the equipment connected to but deleted at a certain layer. 5. Object should furnish its own database. Electrical equipment should be designated to accommodate electrical properties. For example; a. The elements such as interrupters, switchers, fuses, bus bars, cables, overhead lines, transformers (three-winding, two-winding) capacitors, reactors, grounding including their electrical properties should be available and designated. Integration of Geographical Information System (GIS) with Other Systems It should be hould be integrated with other systems. The integration of the call center, network planning (sıncal), SCADA (Power CC), Subscriber Data Management (ABYS), KPS identity-sharing system, the meter reading (sınglon), project (B-project) and other (new and existing) software shall be made by GIS software. The responsibility for the transactions to be made for integration of current KCETAŞ software belongs to KCETAŞ. This matter has been taken under commitment within maintenance support agreement executed between KCETAŞ and the suppliers of this software in use today. GIS systems in the electric networks have been initiated to be used as a central databank and on the other hand it should be capable of trading with other systems used in the operation of electrical networks as well. • As the requirements to trade with other systems by GIS system, its integration with other systems is also Asset improved as follows. • For a sound management of exchange of information (interfaces) among geographic information systems, other energy management and operation systems, coding, naming of electrical systems bear great importance. The method preferred in this context is the utilization of the smart nomenclature systematic. • The processes of selecting, installation and integration of GIS and other systems require a synchronous management. Because, post - installation integration of the independent systems without having considered the conditions of integration and execution of necessary trials leads to much more difficulties. For example, as it might be seen from the naming – related details, during development of the electrical network in GIS, in order to compose a common encoding in naming or integration, both are required to be considered together. . • Today, 100 % standard solutions to be used with all systems has not been yet applicable with every network. PERSONNEL CHARACTERISTICS TO TAKE OFFICE IN THE PROJECT The project staff and Vicinity of Kayseri Electricity. As long as working at Kayseri and Vicinity Electricity Turkish Inc. Co., the Project staff shall act in compliance to the working hours foreseen by the Administration. Project responsible shall be determined by the Company and Administration. In the event of having an oversea partner, at least 2 individuals working from such partner company shall be included to the Project team. The Contractor company shall appoint at least 2 software specialists so as to constantly work from KCETAŞ service building in processes of the work stated below: - Transfer, correction and integration of current data clusters to GIS module, - Transfer of historical data pieces (GIS graphics and verbal data pieces) from current softare clusters to the new software pieces, - Adaptation and / or analysis and design, testing, training and commissioning efforts of Geograpical Information System module, - Upon completion of the testing and final acceptance operations, along a 2 – month operation time. Company shall make a specialist to fulfill either consultancy or assistance services for the above – cited working periods of the Project. This expert shall be assigned from KCETAS. 11. PROJECT STEPS 11.1. Analiz Scope Reqired by the Analysis Document Requisites Definitions Document: shall be prepared to include the functionel and system reqirements (integration, performance, environment, quality, safety, etc.) the software shall requires. Application Status Document: In cases where UML modelling tool was used in the Project, the solutions related to the requirements shown in the Requisites Definitions Document shall be drawn up. Conceptual Data Model Design Document: The items contained in the application to be developed in the project, inter – items connections and their comprehensive definitions shall be prepared. Meeting Minutes: The discussions realized with the Administration during this stage shall recorded using the meeting minutes template. 11.2. Design The list of works and where, when, how and for what purpose they would be executed shall be determined by the Design Report. The design Report and the Architecture of the System to be installed shall be scrutinized and approved by the Admiministration accompanied by necessary comments. 11.3. The scope of Design Document Physical Architecture Design Document: The physical components of the application (server, client, and so on.), the connections between these units (LAN, WAN, wireless, etc.), the requirements and restrictions that would influence data storage model in the physical units and the design shall be made up. GML Diagrams: For the catagories contained in application to be developed in case where they were required, inter catagories links and their detailed descriptions, "Catagory Diagram"; for showing inter catagories communication "Object Order Diagram", to show general flows in the activity "Activity Status Diagrams" shall be prepared. Software Logical Design Document: If the Project is Asset developed by a object – oriented modeling it is prepared to point out the application architectural components, spread ot application sub – systems and packages and packages catagorical spread, key catagory explanations and inter – catagories relationships and other considerable design element. Test Plan Document: In order to comprehensively plan the testing efforts to be performed in process of the Project, the knowledges such as the scope of testing, requirements of testing environment, testing strategies, testing Schedule, which functions would be tested which ones would not be tested, responsibilities, risks and dependencies and the test printouts shall be disclosed in this document. Based on the Project plan, this document shall be prepared either in designing phase or development phase. Meeting Minutes: The discussions realized with the Administration during this stage shall recorded using the meeting minutes template. 11.4 Coding Upon approval of the Design Report, the Company shall proceed to encoding phase. In occurrence of unpredictable matters during designing stage, the referral of of this case to the implementation during encoding phase shall be executed by the Company. 11.5.3. The codes specifically produced for only KCETAŞ shall be delivered. The resource codes of the software shall not be delivered. 11.5 Trials The Company shall notify the Administration of the days on which it would be ready for testings in writing 5 calendar days earlier. To enable Beta Testing commencement, the Contractor shall install the applications and database to the stystem and make it ready for use. Hardwareto be used for testing shall be provided by the ınstitution. The Company shall retain the persons who have actually worked in the Project in testing environments throughout Beta Tests. In case where testing period was exceeded due to context originated from the Administration, time extension long enough to cover time delayed shall be granted to the Contractor. For the purpose of easy execution of tracing the faults / omissions and reuests of modification, a written test form undersigned by the staff who participated trial shall be sought for. The contractor will develop a form for this purpose. İt shall reproduce it in adequate number. 11.6 Provisional Acceptance The ommissions documented Asset written in the trial form during Beta testing stage shall be completed by the Contractor. Upon completion of such ommissions, the provisional acceptance is completed. The deficiencies and requests not written in the provisional acceptance form, yet identified later on shall be accomplished by the Contractor prior to the trial period. If the contractual terms and conditions are satisfied, minutes of provisional acceptance shall be issued, if not, administartion shall grant 10 business days and the provisional acceptance shall take place upon expiry of this extension. 11.7 Provisional Acceptance Trial Period The trial period will begin operations after the completion of the software program. Trial Period will be carried out for 3 weeks. Based on the approval by the Institution, any deficiencies, faults and proposals arisen during this period shall be rectified by the Company until final acceptance period. 11.8 Final Acceptance Following completion of deficiencies arisen during trial period and elimination of issues and accomplishment of training, the final acceptance period shall commence. Final acceptance process shall be completed upon elimination of trial period deficiencies and delivery of Project documentation. SOFTWARE INSTALLATION Contractor shall draw up to the Administration of the application software clusters that require interaction between each other as a whole, as well. The contractor shall install the software clusters to the current system and ensure their trouble-free operation and is obliged to execute the tests at locations notified. DELIVERY and TIMELINE In direction of requirenments of Kayseri and Vicinity Electric Turkish Inc. Co. defined above, the Contractor shall complete the delivery of the Electricity Distribution GIS Solution software within 90 calendar days upon execution of the Agreement. In addition, starting from the contract signature date, the Contractor shall submit a comprehensive work schedule to the ASdministration together with its offer (bid).. At lastest within two (4) months following contract signature date, the Analysis and Design Reports shall be submitted to the Administration. Other stages of the project shall be completed within eight (6) months. Together with its offer, the Contractor shall submit a Project management plan to the Administration. Project organization of the Contractor and roles of employees contained in such organization shall be comprehensively explained in this plan in question. Contractor shall deliver a comlete, operable set of the software clusters (including reference (resıource) codes, operable codes) developed within this Project to the Administration as a whole, first version prior to final acceptance together with all Administration – approved documents. TRAINING Contractor shall render a trainig within structure of KCETAŞ regarding topics covering all software it has provided under this Project. A 15 – day Super User training shall be given to a group of 5 persons to be designated by the Administration. A one (1) Labor Day Consecutive End User training course shall be conferred to 50 end users in 10 – person groups at a place to be determined (within structure of KCETAŞ) by the Project team. The documents and User’s Guide Booklets to be used in End User training shall be furnished by the Contractor in Turkish language in CD format as well. Training shall be initiated following execution of the Provisional Acceptance. On – site scrutiny of the applications of GIS and other software clusters implemented to the Distribution Companies and analysis and solutions for the issues encountered shall be rendered prior to commissioning of the system. • The timing of entire training program shall be coordinated with KCETAŞ prior to commencement of the first course. For the daily schedule of the whole training period and for every each course term, a course curriculum including the course documentation list shall have been presented prior to training commencement date. • The expenses related to upstate and abroad travel and accommadation (meal and hotel and local transport etc.), training, pre-admission of the Project Team and other staff to receive training, survey and trials shall be born by the Contractor. DOCUMENTATION Documents will be in Turkish. Also one electronic copy for as per part of all documents shall be provided to the Administration. User’s Guide Booklets: The Contractor shall prepare the User’s Guide Booklets developed in Turkish language for the staff using the software modules. 100 each User’s Guide Booklets shall be prepared and delivered upon approval by the Administration. All the User’s Guide Booklets (manuals) shall be prepared in hard copy and be delivered to the Administration upon completion of the Project. The Contractor shall attach introductory documentation of all methodologies it is going to employ in process of the software development to its offer. 12. COMPANY OBLIGATIONS Company will ensure that its employees functioning comply with working rules determined by the Administration. 13. WARRANTY AND MAINTENANCE SERVICE Contractor, starting from date of commissioning, followed by their final acceptance, for all products and services included in the Technical Specification, shall offer on – site free maintenance and guarantee service for a 6 (six) – month period. Upon expiry of this term, KCETAŞ and Company shall execute an annual maintenance and support agreement under conditions stated below. Prior to such agreement, the Contractor shall give a performance Bond at a rate of 10 % of this maintenance and suppor agreement and this annual maintenance and support price shall not exceed 10% of the offer (Agreement) total value. The services within guarantee and maintenance - support shall be rendered on 7 / 24 basis. The problems to be determined by the users in the software clusters shall be compiled and be conveyed to the Contractor by the Administration. The Contrator shall make a acknowledgement feedback on notified problem. Regarding the issues which might take place with the software clusters falling into its responsility, the Contractor shall intervene such software – related issues within 2 (tw0) business days statring from its notification via telephone, e-mail or fax transmittal and such failures shall be remedied within 4 (Four) labor days. The Contractor shall undertake to confer maintenance and technical support service required regarding maintenance and repair on no – charge basis along the warrantee and maintenance support term. The software specialist rendering the technical services shall carry out analysis and design study for at least for five days quarterly on software developments at KCETAŞ service building. The system downtime or business loss to be caused by maintenance and repair efforts shall be limited to 4 (four) hours. Upon expiry of the warranty period, if deemed necessary by the Administration, a paid maintenance and support agreement may be signed. Such maintenance and support agreement (contract) shall cover all items the Firm would fulfill within extent of the warranty. The trouble – shooting activities to be realized along one year by the CONTRACTOR firm in relation with this work for Network (Asset – Network – Investment) Management system application software realized and commissioned within scope of the maintenance and support cover software updating with new version, integrating and maintenance – support services. To remedy usage – related issues encountered by Users in practice, rendering phone call support to the Users (support line), updating the licenced software, if any, product upgrading (“upgrade” operations) licencing and training costs are within scope of the maintenance – support agreement. The upgrading operations shall be carried out only for the software clusters offered. Support services related to re – installation, terminal installation and their identification of the application software due to relocation of the system and new server and their once a five year and Emergency suppport (assistance) demands and developed service lives are in the scope of Maintenance – Support Agreement. Change in the system, re-installation of application software due to the new server and terminal installation and support services related to identification and emergency assistance once every five years of service with the demands of maintenance and support contract period covered by In cases where execution of integration with other programs are turned into an obligation (processing the modifications forced by T.R.Law, regulation and legislation), remedy of programmatic issues arisen during application in CONTRACTOR’S own program, rendering usage assistance once requested, installation and training of the improvements and modifications made to the programs, activation of the programs and integrations, maintenance, support and troubleshooting services shall be caused to be given by the CONTRACTOR firm. Contractor shall submit the reporting tools related to the changed concerning the reporting procedures, which facilitate necessary changes to KCETAS. The works required for the changes that shall hinder operation of the program shall be finalized within at most one month by the Contractor within extent of the warranty. Folowing the notification of a request for on – site support service, the Contractor firm shall give support either on – site or phone call or modem linkage within at latest within 16 hours. The Contractor can - no ways nor for any cause - disclose any KCETAŞ – specific confidential information it has learned during execution of this support service to a third party. This responsibility continues even upon expiry of contractual period. The Parties can in no ways and form transfer, nor lease, nor let use, the interests and commitments acquired by this Agreement to the third Parties (person, entity, establishment, company etc.) either on cost or free of charge.).
