Please help me pronounce this "ضابط مساء الخير!" based on the English pronunciation... I believe it means "good evening officer" in Arabic.

Hi,
The Arabic sentence you mention seems to be spoken in a colloquial manner, or it's machine translated.
This is how it should be in Modern Standard Arabic:

مساء الخير أيها الضابط!


And this is the phonetic transcription:

"Masa'ul khair ayyuha dhabet!"

If you know a little bit of French, then "kh" are pronounced just as you would pronounce "r" in the French word "trois, or très ".

"dh" is a letter that I believe only exists in the Arabic alphabet, but you can pronounce it as an emphasized "d", it'll be understood.

If you do want it spoken in a colloquial manner, then just remove "ayyuha".
