Hola, visité la página que incluyes, y creo que por lo que dice ahí, quizás no exista un término semejante en el inglés, porque se trata más bien del cobro de las otras compañías por sus redes. Mi idea entonces sería usar la explicación.

Having seen "Las llamadas telefónicas tienen cargos por tiempo de aire y de tierra" in your link, I agree with Marina that they mean "landline time".

It's not "real time" because "Este cargo se factura por minuto completo" even if you only talk for 30 seconds...
