It probably refers to "medidas de acompañamiento", i.e. measures to be taken to implement the Law or to improve its effects.

This example is not related to your context but it shows that the expression "medidas de acompañamiento" is quite common (UE web site):

". El presente informe examina los progresos realizados en esos ámbitos, resaltando los principales logros y poniendo de manifiesto qué puntos débiles quedan por resolver, así como las medidas de acompañamiento necesarias para la integración sin problemas del país a la UE."
