Fail
It must be "reprobado".
(Deficiente and the two reprobados would be different sub-gradings within the "fail" category.)

Poor
In this context, given the overall grading scheme, I would recommend going with the following:
(A) Excellent, (B) Good, (C) Pass, (D) Poor, (E) Fail, (F) Deficient.
Although this would seem to be a rather unusual grading system as far as the names are concerned (in the original Spanish especially), it seems to fit the information you've been given and provides a distinction in English between (D) and (E), which the original scheme in Spanish is obviously making as well.

Even if the original Spanish is a "mistake," I would think your translation still needs to preserve the distinctions made in the original (source) document, even if they seem clearly erroneous. After all, who are we to judge this institution's grading system?

Regardless of what you end up deciding to go with, I would definitely make *some* distinction between (D) and (E).

: I agree. I don't think the translator can change the institutions grading system. This seems like a good fix.

: I like it, but I would say E "deficient" and F "fail". Seems more logical.

Barely Passing
In the United States, a grade of "D" is designated as "barely passing."

If you fail the first time you get another opportunity. Reparación aprobado may have been run together for space reasons?
The following is from a Venezuelan source:
Los Exámenes de Reparación de las asignaturas del
Primer Semestre serán realizados normalmente en el mes
de septiembre, salvo lo establecido en estas normas, con
el fin de comprobar si el alumno tiene derecho de
reparación.

Less likely, seeing as the grade is a D,it might also be "re-sat and failed" My point is that it is definitely something other than a mis-types reprobado. Good luck!

Marginal pass // Minimal pass
Considering that there really exists a term between "Aprobado" and "Reprobado". A quick check into the grading system applied in the States, shows that the only two grades that lie between pass and fail are "Minimal pass" and "Marginal pass".
It has to be one of the two options. There are no more grades between pass and fail.

Venezuela has a half dozen grading systems in use. This expression does not surprise me at all.
