The text is on organising a junket-conference. A bunch of civil servants will have to be put up in hotels:

Se prevé la asistencia de unas 300 personas. Se reservarán 150 plazas en hoteles en los que sirvan las dietas de funcionario.

What does this mean? Do they get their expenses in the form of coupons or something?

(and do they have to double up? bit cheap that, yeah?)

I don't think they have coupons, but civil servants are allocated a specific sum for overnight stays, according to their category, I think, so what they're basically saying is that the hotel won't charge more than this allowance figure (or less either!)

I can't see that your sentence means they will have to double up. Perhaps some will be able to go home after the event if they don't live too far away...

I think that when the civil servants prepare their expense reports, that these are hotels where there will be no issue in getting your expenses reimbursed. They probably have a more or less fixed daily allowance of which the hotel is a certain portion and food another.

A "dieta" is a daily allowance. There are official dietas established by the government for different cities. This is what they will except as expense claims deducted from corporate or private taxes, as well as what they probably use for their civil servants.
