I wonder if it is generally better to avoid any English description of "бесплатный" and instead use the common terminology like "introduction/ enforcement of the tow-away zone rule" which implies that a car owner who parked their car illegally pays for their car's tow-away". But it is just my opinion, of course.

Anyway, at whose else's expense can somebody's car be towed away, if not at the owner's expense? If it is a commercial tow-away (companies making money by providing such services), they usually call themselves "tow-away services".

Если вписать в контекст видео, то можно в таком ключе:

Enforcement of the tow away zone rule began in Moscow on ... (Date).

В этом случае слово "платная" излишне, так как это подразумевается.

Спасибо, Михаил. Я бы остановилась на "paid" - так короче, и всем без лишних слов понятно, за чей счет.

agree Rachel Douglas : With Michael's version, because "paid tow-away" sounds like it could refer to the fact that the towers are getting paid to remove the vehicles, whereas "at the owner's expense" clearly refers to the redemption charge.

Thanks, Rachel. I think in this multi-context case a fit-it-all translation may be hard to find. I would think if you use a phrase "tow away zone (rule)" most people will know what it means without specifying who pays for it.

Если не ошибаюсь, эвакуировать неправильно припаркованные автомобили в Москве могут не только соответствующие городские службы, но и коммерческие эвакуаторы.
