On the basis that you might have an extinguisher in the galley and you do not want it hanging where the pans that are also hanging and might get in the way (pans are sometimes referred to as "cobres").

I believe this is a typo for cofres (although b and f are not adjacent). Maybe the spellchecker had its evil way with the word.
Without more information it's difficult to say.
A fixed extinguisher may be fitted in a locker with a nozzle running into the engine compartment so you don't have to open it, which lets in more oxygen. These are for engine fires only.
Then, general purpose, portable extinguishers are often stowed in lockers when they should really be shipped somewhere accessible and handy but not in the way, so they cannot be set off accidentally. This usually means fitted on a bulkhead near the galley or near cousin Norman, who insists on smoking below decks. Not so easy in a 30-footer. I once experienced Santa's Grotto with full indoor blizzard in May in the Mediterranean.
I believe the sentence may mean, "If you really must keep your portable extinguishers in a locker, please make sure they're not under your wellies, cricket bat and dirty undies and you can get them out immediately when you are in a panic".
Or, "Make sure the portable extinguishers in the locker are easily accessible for use".
