The picture I have is of a divorce judge 'retiring' to chambers to consider the judgment or 'divorce decree'.

: There is no such thing as 'South American legalese', and you cannot generalize. In Chile, 'despacho' is the judge's chambers, and the ST would refer to the fact that the case file has reached the top of the pile of those awaiting sentencing.

Please note that I did not write "South American legalese", but "South American Spanish"(= NOT European Spanish). As for "despacho", I must admit that it could mean "chamber", true, I am not sure. So thanks for pointing it out.
