The general thrust of the phrase is is "I must/have to/ought to/should... forget you".

It looks like a short form of "he de olvidarte"... Which is also the name of a song:

It looks like the apostrophe+i just represent the drawn out "eeeeeeiiiii" at the end of the verb (haber/he).
Like the karaoke singers doing "Ken Lee" :)
