This is another term (I earlier asked about the term "rescate") from a concession contract for the laying of telecommunications infrastructure on public land.

"Si el concesionario Incumpliera el plazo de terminación de las obras sin haber solicitado prórroga del mismo, será potestativo del Ministerio de Medio Ambiente el concederle una prórroga de dicho plazo, con posibilidad de una sanción de hasta el diez por 100 del presupuesto total de las obras, o incoar el expediente de caducidad de la concesión.
SI se concediera dicha prórroga, la misma será la última que podrá otorgarse en estas condiciones, por lo que un nuevo Incumplimiento llevará necesariamente a la incoación del expediente de caducidad de la concesión."

defeasance As a non-Proz member, I search in vain in the ProZ glossaries SPA<>ENG for a defeasance rendering, namely one that is commonly used in actual UK and US conveyancing practic/se for defeating of an interest or right in land: incoación del expediente de caducidad de la concesión = launch of a concession (grant of land) defeasance case or claim https://www.investopedia.com/terms/d/defeasance.asp .

And often... despite "many times before", there can be several suitable terms for one word, totally dependent on context. Past KudoZ answers are a guide, but not always a reliable one. In my opinion James's suggestion of "forfeiture" may be the best option here.
