Not sure if this is a typo, since I have a hard time finding any type of explanation for the word. I believe it should have a meaning close to "company management" or something similar. Here is the sentence:

...would indeed seem to refer to a plant for the manufacture of diastatic products, specifically one particular factory in Leyden for the production of diastatic malt. My guess would be that the "Diastaat" is a local nickname for the factory:
