To bring something home is an idiom which means to make something understand better. The meaning that I infer from the context is that the women in Turkey were not first aware of the importance of CEDAW (i.e. the UN Convention written to protect the rights of women across the globe). But, with the gradual public recognition of public rights, women also started realizing the significance of this convention, and the proof of it came from their using the convention in forcing the government to bring reforms to the policies dealing with women rights.

So, the importance of the convention, which previously was not visible to women, now became crystal clear to them, and now they could see very clearly the importance of it.
