Discussion
"Kintlévőség" in this context is more than just a simple receivable; it is almost a "demand for payment", an outstanding receivable, as Eva commented. The document does not wish to establish that the provider will treat the debt simply as a receivable (for its own internal (accounting) purposes), but rather to inform the subscriber that he/she owes money and needs to pay the amount due.
The term is used several times in the document, where the "receivables" translation doesn't work.
Receivable is not a bad solution for the term, but in this context it doesn't get the real message across.
