This is in documentation concerning the evaluation of suppliers for a construction project. The "Facciatista" has the power declare a prospective supplier to be unreliable/unsuitable for the job.
My best guess is that this refers *simply* to the builder/architect responsible for the facade/cladding of a construction...? But I'm struggling to find the term at all, never mind in a setting that gives a good impression of what this entity does or how this would translate into English.
