This term has been queried many times in KudoZ but I am having trouble deciding which meaning "notifica" has in this context.
It is an "autorizzazione integrata ambientale (AIA)" and the decree with which it is issued.
"Nei confronti del presente provvedimento potrà essere proposto ricorso innanzi al TAR del Lazio entro 60 giorni dall'avvenuta notifica oppure ricorso al Presidente della Repubblica entro 120 giorni dalla notifica".
Does "avvenuta notifica" here mean after issuance of the AIA, or after notification regarding the appeal, or after being served a writ or served a notice? And if so, is the writ this decree/authorization?

The IEP is notified and then the recipient has 60 days in which to appeal to the administrative court. It would be stretching the meaning a bit far to make notifica refer to "issue". Anyway, it makes sense that the recipient's time limit for appealing starts from the time when the measure is notified.
The notifica doesn't refer to any action carried out before a court (such as filing a writ) because this clause is dealing with the conditions for starting court action.

Because of Barbara's comments, I understand a notice to be served regarding an appeal and the company having x number of days to respond... which is not the same thing as Thomas was saying as he was referring to receiving notification of the authorisation/decree and not receiving notification regarding the appeal... But nevertheless, it's a notification!"

"We'll notify" you is by no means “we'll serve you a notice":
Serving a notice is intimation; notifying is information.
Serving a notice is intimation; notifying is information.
Discussion
Why, then, don't you use "to GIVE a notice" to boot?: then it'll be tantamount to warning.
"serving a notice" is intimation-cum-intimidation.
"notifying" is just letting somebody know. A big difference again.
