Italian term

affrancare

Italian to English Bus/Financial Law: Taxation & Customs
Da una relazione di bilancio:
"Il decremento del fondo imposte differite è principalmente motivato dalla scelta della Capogruppo di **affrancare** i maggiori valori civili rispetto a quelli fiscalmente rilevanti concessa dalla Legge Finanziaria 2008."
Generalmente traduco affrancare con redeem, ma in questo contesto non credo abbia senso.
Che cosa può significare e/o quale è la traduzione esatta del termine in questo contesto?

Grazie a tutti

"The decrease in the deferred tax liability provision is mainly due to the decision by the parent company to opt for the lower taxable amounts allowed under the 2008 Finance Act rather than the higher statutory accounting amounts."
Having translated the sentence, it is difficult to see exactly which term translates "affrancare" which is basically the exemption or the release of the "valori civili" taxation in favour of the lower rate.
