This refers to a fund that was set up to finance an independent R&D body in a region of Norway. The contributors were local banks and companies, and the then Ministry of Local Government and Regional Development.

Is there a special term for this type of fund?

Sorry, I should have given the sentence: "I 1985 gjekk XX fylkeskommune, Kommunaldepartementet og bankar, bedriftar, kommunar og organisasjonar i fylket inn med eit grunnfond på X NOK"

I'm just wondering whether the standard dictionary translations would apply here, or whether it might be called some kind of set-up fund?

Vinterberg & Bodelen translate the Danish equivalent (grundfond) as basic capital, original capital, if that is any help.
