I think they used a very complex legal term from WW2 in a simple contract,
where they mean order of priority for documents in a contract.

I agree with the asker's answer, except the US spin - pace Charles E. - might be different from the UK one where the extension of 'provision' would - to my knowledge and in my experience - be unusual.

Discussion
The concept (read "Kelsen model") is is restricted to constitutional law and similar - not to simple sales contracts! (prioritert rekkefølge i avtaledokumenter)
I get the feeling the persons who wrote this contract went a bit far...
