It also seems that "improvement notice" is a common HSE term, and that it also covers "requirements":

"Improvement Notices

Section 21 of HSWA states that where an inspector is of the opinion that a person is contravening, or has contravened one of the relevant statutory provisions in circumstances which make it likely that the contravention will continue or be repeated, s/he may serve an improvement notice:

stating that s/he is of that opinion;

specifying the provision or provisions;

giving particulars of the reasons why s/he is of that opinion; and

***requiring the person to remedy the contravention or the matters occasioning it;***

specifying the period for compliance.

Here's his comment: "In the UK, anything requiring a duty holder to improve health and safety systems would be termed simply as an "Improvement Notice". This applies to health and safety improvements, not to the standard or quality of work carried out, a totally different matter and one for trading standards probably. If this is contained in a health and safety policy statement it is likely to apply to the Notices served which, in general, would be either Improvement Notices (improve certain systems, safeguards etc within a specifieed timescale) or Prohibition Notice (prohibits specific work activities until remedial action taken to comply with the Regulations). Policy statements would usually contain a comittment from the company to "comply with current statutory health and safety requirements" without being too specific. This statement would be perfectly acceptable provided there was some evidence that the company was aware of what the requiements were". Thanks for your help! "
