I would translate it as "voluntary payments" (in this context), and suggest that the text surrounding this would provide the context that it is not for specific goods or services).

Discussion
You'd have to completely rewrite your sentence to accommodate that though, and it's a bit of a mouthful. Alternatively why not just put "payments"?! I don't think it's being used as anything more than a description, it's not a set term.
