First of all, let me specify that I understand the meaning and am able to translate the sentence. Yet, somehow it doesn't make sense to me, which is why I am posting it here.

The text is about "industrielle malinger" (it's a brochure).

Krav på forbehandling:
- Rust og skadet maling fjernes med egnet metode.
- Olje, fett, salter og andre forurensninger fjernes med emulgerende vaskemidler før overflaten spyles med ferskvann.
- Overflaten må deretter vaskes med ferskvann, med mindre man er sikker på at salt på overflaten er iht. krav og forutsetninger.

I know "iht." stands for "i henhold til". The problem is, I don't know how to interpret "med mindre man er sikker på at salt på overflaten er i henhold til krav og forutsetninger".

After washing and rinsing the surface some salt will remain from the detergent. If this amount exceeds the specified lower limit, a new fresh water rinse is required.

I don't think it is the salt itself that should conform with anything, the way I understand the sentence the question is whether or not the surface of *whatever the object is* should be exposed to salt or not.
