is this "bearer services" or "carrier services"?
And what is the difference?

In telecommunications, Bearer Service or data service is a service that allows transmission of information signals between network interfaces. These services give the subscriber the capacity required to transmit appropriate signals between certain access points, i.e. user network interfaces.

The bearer services include the following:

Rate adapted sub-rate information like circuit switched asynchronous and synchronous duplex data, 300-9600 bits.
Speech and data swapping during a call, i.e. alternate speech and data.
Modem selection, i.e. selection of 3.1 kHz audio service when inter-working with ISDN.

and for carrier services
A telecom carrier is a company that is authorized by regulatory agencies to operate a telecommunications system.

Bearer services I was in the business and we used Bearer Service(s) for data transfer at the technical transport level. See http://telecomdictionary.com/index.asp, where "carrier services" does not appear.
Carrier services sounds like the overall services offered by a "Carrier" e.g. a telecomms company. See 'Carrier' in http://telecomdictionary.com/index.asp which also contains definitions of meanings as used specifically in radio transmission.

difference between bearer and carrier? Part of the question here is what the difference is, if any.
Are they two terms for the same service, or are they distinct?

carrier services

In a glossary I received from Post- og Teletilsynet in 2010, it gives "bærertjenester" as "carrier services", so that's what I use.
