I dont' really understand what the author is trying to say here. Does he want to say "this deos not include ... "?
This is referring to the financial burden that some EU regulations (and quality ceritifications) have on small businesse sin the tourism industry.

I think we can take this sentence at face value, i.e., provide a simple translation. But I think using an affirmative sentence sounds better in English.
