Non avrei potuto io aspirare a raggiungere un posto di fiducia che me avesse offerto la possibiltà di rappresentare il governo nei suoi rapporti internazionali, con la duplice qualità di interprete di idee nuove, senza il velo passionale e le manfestazioni guastatrici derivanti dalla mentalità fondamentalmente demagogica di certo squadrismo ancora in auge?

My first option was 'veil' too but on a second thought I opted for 'mask' because a mask hides smth much better than a veil. In fact one can make himself up a whole new face by wearing a mask and showing it to the others. The character asks himself whether he could have aspired to obtain a certain position without doing what demagogues usually do. Demagogy implies falsity which is hiding what actually is and showing smth that does not really exist (in this case passion). This is what I understand from this fragment :)

here, the expression"velo passionale" seems to be used with disdain. To me, it sounds like a reference to some fascist or fascist-like histrionics.

Just as you can say "veil of secrecy" you can also use it in this case and that way stick to the original, as in my opinion it's not clear whether they refer to "mask" or to "hint" or "touch"

agree CristianaC : imo the use of veil here is opposed to an objective, unbiased (transparent- not veiled)view- followed in fact by the term "demagogico"
