This appears in the following sentenc:

"Contrataçao de parceiro internacional, por meio das agências licitadas, para planejamento, criaçao, execuçao e avaliaçao de projetos..."

Would this be 'bidding agencies'. I'm sure there is a better way of putting it...

It sounds perfectly clear to me.

The bidding agencies would hire the international partner, through the bidding agencies/companies.

qualified agencies

It is a strange expression but, in the context, I think it refers to agencies that have become qualified in an invitation to bid that will seek out an international partner.

This expression occurs in a Brazilian Ministry of Tourism document in relation to Bolivia, and in that document, "qualified agencies" would fit well.

In the document I refer to, it would appear to refer to publicity agencies.

I think this just means bidders, in the context of the sentence 'through the selection of a Bidder'
