English to Russian Law/Patents Law (general) LICENSE AGREEMENT

Добрый день!

Помогите, пожалуйста, понять выражение without exceeding ten percent в следующем контексте:


In case of any delay in the payment of any amount due by Licensee to Licensor under the AGREEMENT, Licensor shall be entitled to suspend any of its obligations under the AGREEMENT and to charge Licensee with interests computed on the amount so delayed, at the six (6) months EURIBOR rate plus one (1) percent (1 %), from the due date of payment up to the actual date of payment, without exceeding ten percent (10 %) of the purchase order.
