When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

Las opciones que aporto tal vez sean un poco larga, pero ese es el concepto del original.
La idea es que si puedes entregar 10 productos (que tienes ya listos) pero solo entregas 4, para tener un "colchón" de entrega futura, y no estar "a las últimas".
Si tienes 10 y entregas 4, estás "acumulando" 6 "de reserva"...
La idea es que no te "reserves", sino que tienes que entregar lo que tienes.

Como dice JohnMcDove, aquí sandbag funcionaría como un verbo. Esta es una de las definiciones del diccionario de Merriam Webster:

Aquí solo ofrezco una posible traducción para toda la frase, pues me parece importante tener en cuenta que sandbag se usa en contraposición a overpromise.
