Me parece que la expresión consultada "En caso de no hacerse de esta forma" se puede traducir como "otherwise"; sin embargo, me gustaría confirmarlo con ustedes. El texto es el siguiente:

Se realizará un cierre anticipado de la subvención en términos de tiempo.
Se propone que en el último ciclo del proyecto se realice la construcción de las unidades sanitarias (cumpliendo con los indicadores del proyecto) sin el proceso de formación y de capacitación. **En caso de no hacerse de esta forma** no se puede ejecutar el 3er ciclo y se deberá de regresar los fondos al donante.

Hi Liz, thanks for your input. The phase is used as a preposition to mean "without" or "in the absence of." It is particularly used in U.S. legal writing although at least one pundit regards it as being legalese or jargon.
