Czech term
Nikoli tedy jednou, ale vždy jednoho
Czech to English
Law/Patents
Law (general)
arbitration
It refers to an arbitration proceeding and deals with the constitution of a three-judge tribunal. But I can't make sense of this phrase.

Thus, never by one, but always of one
In my descent towards the Minotaur, I cannot but blindly translate these words, with no further context, no further thing to go on but raw grammar and slight room for linguistic guessing...like when you can't see a 67kb photo in detail...

: I could probably suck my thumb and come up with a translation as well, but I will refrain this time... There is such a BIG space to provide context. It boggles the mind that so many askers will not use it.

nobody's disagreeing that there's lack of context, but the task was to come up with a translation that the asker finds best-fitting. btw it's possible to increase one's ability to deal with vague information - a worthy skill set to possess
