This is a very tricky term to translate. Yet, for the Albanian reader I would recommend the above translation.
There are important differences, and thus good reasons, for looking at lower and upper secondary education separately. In some countries, lower secondary (for ages 10/11 to 14/15), is treated as part of basic education, and takes place in primary schools (Albania included). In other countries, lower secondary is distinct from primary education, and pupils are separate or with upper secondary students. Upper secondary education often has different aims, providing a bridge to higher education or to enter the labour market, comprising more specialised staff and more varied curricula.

For the United States, the lower secondary education starts with 7th grade and typically ends with 9th grade. Education at the lower secondary level continues the basic programs of the first level, although teaching is typically more subject focused, often using more specialized teachers who conduct classes in their field of specialization. In other countries lower secondary education is considered to begin at the end of 6 years of primary education. In countries with no clear division between lower secondary and upper secondary education, and where lower secondary education lasts for more than 3 years, only the first 3 years following primary education are counted as lower secondary education.

Upper secondary education typically begins at ages 15 or 16 and lasts for approximately 3 years. In the United States, the third level starts with 10th grade and ends with 12th grade. Upper secondary education is the final stage of secondary education in most OECD countries. Instruction is often organized along subject-matter lines, in contrast to the lower secondary level. There are substantial differences in the typical duration of programs both across and between countries, ranging from 2 to 5 years of schooling. The main criteria for classifications are (1) national boundaries between lower and upper secondary education and (2) admission into educational programs, which usually requires the completion of lower secondary education or a combination of basic education and life experience that demonstrates the ability to handle the subject matter in upper secondary schools.

Kam bërë një gabim (na është bërë zakon të themi tetëvjeçar). Eshtë arsimi nëntëvjeçar dhe ai i mesëm. Terminologjia më e saktë është:
Cikli i lartë i arsimit nëntëvjeçar dhe cikli i arsimit të mesëm.
Nuk është fjala për llojin e shkollës por të arsimit. Në Shqipëri kemi:
Cikli i ulët i arsimit nëntëvjeçar
Cili i lartë i arsimit nëntëvjeçar
Cikli i arsimit të mesëm
"Secondary education" është term që përdoret me kuptime të ndryshme për vende të ndryshme. Prandaj dhe kam dhënë shpjegimin. Shiko materiale të UNESCO-s sepse e shpjegon më qartë këtë term.
