After thinking about this from some time, I think we really have to take ‘not just one option amongst many’ as a single item as it's really being contrasted with a single, common sense option.
The sentence:
For a Welshman, socialism is not just one option amongst many, it's common sense!
The author is presumably saying that the people of Wales have suffered so much injustice that there can be only one solution: (democratic, egalitarian) socialism.

There are many options and socialism is one of them; but for a Welshman it's not simply just an option, it is (by historical reasons, perhaps) a common sense (the obvious choice)...
