"Bordro ve tahakkuk yönetimi" did not sound right to me. I searched it, and saw that all the results are from similar domains, some specific software. I suggest not to use it, since it is a made-up term for commercial purposes.

I don't want to answer my own question, but would "bordro ve tahakkuk yönetimi" be an option? Quite a frequent term as far as I can see.

I think, "Bordrodan sorumlu ekip yöneticisi" is all right, but it implies that this team leader is working at Human Resources. If this is somebody working in a business line but responsible for signing payrolls, then I would suggest "bordro onaylamak/imzalamaktan sorumlu ekip yöneticisi".

Thank you Çağatay Bey, you are certainly right. Anyway, how would you call someone who is responsible for the salaries of the employees in a company? "Bordrodan sorumlu ekip yöneticisi" sounds strange, I think. What would be the most natural expression? TIA

Payroll is "bordro", or anything similar to that. Payroll cannot be a person, therefore it cannot sign things. I think here the source is articulated wrongly. I sense that they are trying to say, the team leader signs it. That is, "ekip lideri", or "ekip yöneticisi".
