this is one of those phrases where you have to decide whether you want to stick close to the image or find an equivalent, albeit different, rendering.

PS - a lot depends on context - if they keep on talking about measureable quantities or if the image keeps coming back, then you would be foolish to move too far away from it

not by the litre, nor by the kilo.

I think you can remain true to the original and still be quite poetic.

I'd say: Every one of us knows that silence cannot be bought; not by the litre, nor by the kilo.

But of course it depends on how it scans with the rest of it.
