Testo originale - Italiano L’arrivo a Terranova da Civitavecchia è fissato nel ricordo dell’immobile solitudine di una vela «larga, pesante, d’un colore antico» , dinanzi a una fila di piccole case allineate sul porto, che richiama secoli di primitiva esistenza e dà un «primo certo presagio del carattere di questa terra» .
E poi via, attraverso strade deserte, in cui «per chilometri non si scorge un uomo né un tetto» , ma ottime per la corsa pesante, in quanto, si dice , sia «bastato aggiungere un lieve strato di terra sulla roccia che il continuo passaggio dei popoli aveva reso liscia e uguale» .
È la Gallura, con i suoi graniti, i suoi altipiani assolati, fino a Tempio, dove una bianca chiesa barocca è «la sola cosa viva» , tra fabbriche dall’aspetto millenario.
«Ma soprattutto è Sardegna: per questa solitudine d’ogni cosa, d’ogni rupe che par chiusa in se stessa, meditando, e d’ogni albero o viandante che si incontra, e per questa luce, e per quest’odore di mandrie in cammino, assai al di là nell’orizzonte» .
Ovunque, il baluginio del mare, anche lontano dalle coste e, in ogni città o sobborgo, un’aura immemoriale, che riporta alla creazione della terra .
Tra campi d’asfodelo, le coniche apparizioni dei nuraghi, o «il fascino disumano di certe croci (...) sulla strada di Nuoro – immense –: patiboli anzi che segni di Dio» .
Infine Cagliari, ancora Gerusalemme di Sardegna, costruita «sopra un monte metà roccia e metà case di roccia» :
È fredda e gialla.
Fredda di pietra e d’un giallore calcareo africano. Spoglia. Sopra i bastioni pare una necropoli: e che dalle finestre debbano uscire corvi in volo. I tetti sono bianchi, di creta secca. Da qualche muro spunta un ciuffo nerastro, bruciacchiato, d’un palmizio. Ma non è Africa.
È ancora più in là dell’Africa; in un continente ulteriore, dove sia città essa sola. Attorno la terra sfuma in nulla; logora di stagni e saline che sembrano spazi vuoti, spazi puri. E il mare, al di là del cerchio delle gettate, anche lui è di nulla; d’una bianchezza di mare morto (...)
Mi sembra di essere solo, per il momento, in tutto Castello. Dalla città di sotto salgono i belati delle automobili e il brusio della folla e più che mai, per tanta lontananza dal mondo, mi sembra d’essere solo, in questa necropoli .
Terranova è ormai distante, nel tempo e nello spazio, e allo scrittore siciliano pare che «un anno e un continente siano passati via dall’approdo sull’isola» .
Così, nonostante l’incanto di una realtà troppo vera perché possa finire, il risveglio nella quotidianità della propria stanza si accompagna alla consapevolezza che della Sardegna rimane soltanto il ricordo: «(...) è stata una mia indimenticabile vita. Come un’infanzia. E della mia infanzia fa parte ormai, di quel nulla, di quella favola...» .
Tutto il miele è finito scriverà anni più tardi, Carlo Levi, con analogo sentimento di nostalgia, giungendo al porto di Civitavecchia, al termine di un viaggio in Sardegna sulle orme di David Herbert Lawrence, che è in realtà il racconto di un ritorno sull’isola dopo un decennio.
Cagliari è, per Levi, ancora una città bellissima, con la sua storia scritta nelle pietre, la grande pianura, le lagune bianche di sale, la montagna cava bruciata dal sole; ma è sulle strade dell’immediato sobborgo, in un paesaggio «come un’Africa immaginaria » , che si compie l’invisibile passaggio nel tempo.
Dopo Nora e i suoi dei, dove tutto ebbe inizio, l’irreale Carbonia, l’universo minerario dell’iglesiente e le solitudini del Gennargentu, attraverso i paesi dei pastori, in cui ancora si odono madrigali di eroica vendetta e barbara poesia.
Fino a Nuoro, invisibile capitale di queste terre dall’aspetto sfuggente:
Dorsi di monti mai prima visti apparivano, sparsi di immobili costellazioni di pietre e di piante cristallizzate in boschi inaccessibili di ghiaccio. Nessun rumore o voce o vestigio di vita, né di uomini, né di uccelli, esisteva in quella desolata solitudine, percorsa dal vento .
Traduzione - Inglese Arrival in Terranova from Civitavecchia is fixed in his memory as the motionless solitude of a sail, «wide, heavy, the colour of age» in front of a row of small houses lined up above the port, which recalls centuries of primitive existence and gives a «certain first suggestion of the character of this land» .
And then away, along deserted roads where «for kilometres there is no sign of man nor roof» , but which are made perfect for the long journey by, it is said, «the addition of a slight layer of dirt to the rock worn smooth and level by the continual passing of people» .
It is Gallura, with its granite, its sun-drenched upland, and on to Tempio, where a white baroque church is the «only living thing» among factories that seem a thousand years old.
«But above all it is Sardinia: the solitude of everything; of every bluff that seems closed in on itself, contemplating; of every tree or traveller one comes across; and this light, this smell of moving cattle, far away over the horizon» .
Everywhere there is the flicker of the sea, even far from the coast and, in every town and suburb, an aura of time immemorial that hearkens back to the creation of the earth.
Among fields of asphodels, the conical apparitions of the nuraghi, or «the inhuman fascination of several crosses (...) on the road to Nuoro – immense –: gallows rather than signs of God» . Then finally Cagliari, still the Jerusalem of Sardinia, built «on a mountain that is half rock and half rock houses» :
It is cold and yellow.
Cold rock and the pale, calcareous yellow of Africa. Bare. Above, the stronghold resembles a necropolis: and from the windows crows should come flying out. The roofs are white, dry clay. The singed, blackish tufts of palms appear over walls. But this is not Africa.
It is beyond Africa, on a remote continent, where only the city exists. The surrounding land fades to nothing; worn out lagoons and salt flats that seem to be empty spaces, pure spaces. And the sea, beyond the circle of jetties, even that is nothing: it is the whiteness of a dead sea (...)
I seem to be alone, for a moment, in all Castello. From the city below comes the bleating of cars and the bustle of crowds, and more than ever, because of this distance from the world, I seem to be alone in this necropolis .
Terranova, by now, is long distant, in space and time, and to the Sicilian writer it seems that «a year and a continent have passed since my arrival on the island» . And so, despite the magic of a reality that is too real to end, on awakening once again to the everyday surroundings of his own room comes the realisation that of Sardinia the only thing that remains is memory: «(...) it was an unforgettable life. Like a childhood. And it now forms part of my childhood, of that nothing, of that fairy-tale...» .
Years later Carlo Levi will write Tutto il miele è finito with similar feelings of nostalgia upon reaching the port of Civitavecchia, a moment that marks the conclusion of a journey through Sardinia in the footsteps of Lawrence. The book is, too, the story of the writer’s return to the island after a decade away.
Cagliari is, for Levi, still a city of great beauty, with its walls inscribed with history, its great plains, its salt-white lagoons, its hollow, sunburnt mountain. But it’s on the roads of its immediate surroundings, in a countryside like «an imaginary Africa» , where the invisible passage of time takes place. After Nora and its gods to where it all began, the unreality of Carbonia, the mining universe of Iglesias, and the solitudes of Gennargentu, through shepherd’s villages where primitive poetry and madrigals of heroic vendettas can still be heard.
All the way to Nuoro, the invisible capital of these seemingly elusive lands:
Spines of mountains appeared, never before seen, scattered with motionless rock constellations and plants, crystallised in inaccessible ice forests. No sound or voice or sign of life, not of man or of bird, existed in that desolate, windswept solitude .

1. IN ABSTRACTO
Ad approfondimento della propria tesi di dottorato, Alberto Pireddu si ripropose nuovamente – nel 2013 – il tema dell’astrazione in architettura nel libro dall’impegnativo titolo In abstracto. Sull’architettura di Giuseppe Terragni. Un titolo doppio che esibisce la complessità della trattazione: se, infatti, la prima parte – nella stringatezza di un aggettivo sostantivato, formulato in lingua latina – sembra alludere a un’indagine deduttiva, scevra da ogni determinazione contingente (dichiarando quasi la volontà di istruire un (nuovo?) paradigma della composizione), il sottotitolo ne manifesta invece la tecnica: vale a dire il proposito di ripercorrere quell’importante passaggio della teoresi architettonica che nell’esperienza storico/critica italiana ha avuto, circa quarant’anni or sono, il suo climax ne Il soggetto e la maschera di Manfredo Tafuri. E’ noto che l’articolo, vero e proprio redde rationem del critico della questione, avrebbe dovuto figurare a prefazione dello studio di Peter Eisenman Giuseppe Terragni: transformations, decompositions, critiques . A dir vero un binomio quasi impossibile, vista la diametrale opposizione dei due scritti: la tecnica astraente del secondo convive paratatticamente col severo giudizio dello storico… Ma si tratta di una antitesi che, avendo essa stessa una propria storicità, è da ricomprendere più a fondo…
E’ quindi una rimeditazione di questo contradditorio nucleo concettuale il proposito del libro. Una meditazione che, tuttavia, pur ripercorrendo coraggiosamente il testo ormai consacrato, non vi si sovrappone ma – ricercando un proprio punto di vista e mettendo in opera, forse, un’aura tematica proveniente dal Master spagnolo dell’Autore – ripercorre l’intera estensione del problema compositivo.
In tal modo il libro costruisce una propria solidità se non sistematicità di argomentazione, come testimonia l’elegante completezza dell’indice degli argomenti. Così, dall’origine filosofico-gnoseologica del problema, il discorso si rivolge subito al suo tradizionale orizzonte trattatistico compulsando per comparazione le definizioni ancora intrise di un’architettura vivente di un Alberti, quasi prolegomeni al progetto dell’itinerarium mentis attraverso l’esperienza di Terragni. Ma Il punto nevralgico del lavoro, segnalato dall’infittirsi dei riferimenti esterni e dei protagonisti chiamati a testimonianza – L. Wittgenstein, V. Kandinskij, K. Kraus, H. von Hofmannsthal, l’A. Loos di Parole nel Vuoto, lo Zevi a risolvere teorematicamente la posizione ideologica dell’artista Terragni… – sembra il capitolo sulla Maschera e Astrazione, il decisivo per la dimostrazione delle tesi sull’astrazione.
Alla precisa ri-analisi dei due massimi esiti dell’architetto comasco – la Casa del Fascio e il Danteum – l’Autore accosta infine la propria tesi circa La silenziosa e inattuale purezza dell’Architettura. L’ultima frase del libro – «Per Terragni, la struttura profonda dell’architettura risiede, oltre che nella costruzione (ovviamente condotta alla perfezione), in quella sua dimensione sintattica e concettuale che il disegno contribuisce a disvelare» (p. 133) –, additando il progetto quale campo trasformazionale degli elementi architettonici teso alla creazione di forme «specifiche» ed individuali dell’oggetto, sembra costituire anche la delineazione di un personale programma di lavoro dell’Autore.
2. LA SOLITUDINE DEI LUOGHI
Valori primordiali
Al rigore e alla severa struttura del primo, questo secondo libro sostituisce l’inevitabile paratassi dovuta alla diversità di genere dei libri chiamati dall’Autore a evocare il mondo della propria isola.
Che per un architetto tale conoscenza costituisca un passaggio fondamentale della propria Bildung, è testimoniato dalla consuetudine, nel Moderno almeno, di surrogare nella propria formazione l’eclissi della Storia con il valore sostitutivo dei viaggi, degli epistolari, delle autobiografie etc.
Forse solamente l’estetica francese – così attenta a tradurre ogni kunstwollen nella quotidianità del mestiere – ha saputo mostrare la necessità di quella ricerca di affinità che ossessiona ogni artista. E’ proprio declinando il problema genetico delle «forme nello spirito» che Henri Focillon rileva le tracce delle cosiddette «famiglie spirituali»: evidenti affinità oltre i luoghi e oltre i tempi. Precisano, infatti, le sue frasi famose: «(…) queste affinità non hanno per cornice e per limite il momento. Si sviluppano con ampiezza nel tempo. Ogni uomo è in primo luogo contemporaneo di se stesso e della sua generazione, ma è anche contemporaneo del gruppo spirituale di cui fa parte. Più ancora l’artista, perché quegli avi e quegli amici gli sono non ricordo, ma presenza» . Ma esiste anche una fenomenologia delle «forme del tempo» che ancora Focillon tratteggia magistralmente: «L’artista abita una contrada del tempo, che non è necessariamente la storia del suo tempo (…) egli va in cerca del mondo di cui ha bisogno» , ipotizzando una forma dei luoghi quale loro caratteristica riassuntiva.
Isola appartata rispetto alle mete e alle tradizioni del Grand Tour – e quindi anche ai canoni della letteratura odeporica – la Sardegna esige forse un avvicinamento altrettanto appartato. L’Autore, infatti, sembra previlegiare una sorta di avvicinamento teorico alla propria terra. Quasi giudicasse necessaria una visione estraniante – un distacco critico rispetto anche alla propria natura di abitante – ipotizza una sorta di conoscenza trasversale attraverso la letteratura, l’antropologia, la fotografia e, per suo tramite, finalmente anche l’architettura.
Si tratta forse di quella ricerca analitica che ipotizza, quasi sua ultima ratio, la definizione di quell’«âme de la cité» additata dall’opera poetica di un Baudelaire («(...) la forme d’une ville / Change plus vite, hélas! que le cœur d’un mortel» canta ne Le Cygne de Le Fleurs du Mal) e utopico obiettivo d’ogni analisi urbana…
I diversi contributi letterari sembrano unificarsi sullo sfondo di ossessive e immense lontananze, quasi di un mondo desolato, in cui le descrizioni prediligono le persone alle cose, come se il paesaggio fosse un che d’immaginario…
Il più profondo degli autori citati, a mio parere, è l’Ernst Jünger di Am Sarazenenturm per la sua capacità di riconoscere il mito nei gesti più quotidiani e descriverlo con lucidità e limpidezza; per la completa adesione dello stile alla cosa, un eterno presente sembra insinuarsi nelle cose così che sembra di «entrare in un’altra dimensione del tempo, nella quale i secoli sono moneta spicciola», permettendo di andare incontro all’«essere originario, primordiale, venuto a noi da tempi in cui non esistevano né popoli né paesi nel senso che diamo a queste parole».
Testi tutti che compongono analiticamente quel mondo di cui l’obiettivo di Cartier-Bresson, introducendo l’imprevedibilità di silenziosi attori, creerà lo statuto formale: un bianco e nero che sembra inestricabile dagli oggetti rappresentati, bassorilievi di un tempo indefinito.
E’ proprio il mondo immobile della fotografia ad evocare l’«ospite segreto» dei due libri dell’Autore. La foto del piazzale di una miniera il cui stato di abbandono restituisce la precisione di una composizione astratta; il silenzio di interni disabitati; case di un piano che la povertà costringe alla ripetizione… queste le sorprendenti fotografie di Giuseppe Pagano, consustanziali anche, si crede, alla sua critica rivolta a Terragni: fotografie scarnificate in cui è difficile riconoscere l’accusa famosa di una loro parafrasi dello «stile moderno», quando invece testimoni di un mondo rurale misconosciuto.
3. I PROGETTI
I tre progetti sono accompagnati da precisissime descrizioni che argomentano la ragion d’essere della città ricavandola dalla dialettica tra le ragioni storiche e i caratteri del luogo; ne discutono la forma rivolgendosi alla morfologia e al suo nesso/relazione con la tipologia delle abitazioni: un meditato approfondimento sia della generalità che, soprattutto, dell’individualità della città stessa.
I progetti vivono tutti, tranne l’ultimo, nell’aura della città antica accogliendone per così dire il carattere di ultima misura per il senso compositivo degli elementi che la compongono: ne discende una scelta progettuale rivolta al restauro, alle restituzioni, al riuso ecc. quasi che, platonicamente, il conoscere – non altro é il progetto – fosse in realtà un ri-conoscere.
Da cui progetti che si applicano a edifici già esistenti ma emblematicamente «in rovina», così da metterne alla prova proprio senso e ruolo di elemento compositivo della città: si tratti di ricomporre il quotidiano mistero di un’abitazione; o dell’inventio di una nuova destinazione per un edificio del lavoro che ha perso la propria ragion d’essere ma non il suo carattere monumentale di frammento sulle rive di un fiume; o – più difficile – meditare sul possibile senso di un’«area religiosa fin dai tempi preistorici» che, isolata nella solitaria campagna, accosta tra loro volumi puri sotto la luce: un nuraghe ad una chiesa triabsidata…
Le soluzioni proposte mostrano poi una scelta – che ritengo ammirevole ed essenziale – di non prevaricazione del preesistente in nome di una riconoscibile dialettica dell’edificio finale: il progetto come composizione che dimostra il problema (architettonico) da cui nasce e di cui è soluzione…
Traduzione - Inglese 1. IN ABSTRACTO
Enlarging upon his own doctoral thesis, in 2013 Alberto Pireddu returned to the theme of abstraction in architecture in the weightily-titled In abstracto; Sull’architettura di Giuseppe Terragni. This double title illustrates the complexity of the subject matter: while the first part – in the concision of a substantive adjective, expressed in Latin – seems to suggest a deductive study, free of any contingent definition (almost declaring its intention to offer a (new?) paradigm for the composition), the subtitle, however, reveals its technique. That is, the intention to revisit that important passage through pure architectural theory that, in the Italian historical/critical experience, was at its zenith in Manfredo Tafuri’s Il soggetto e la maschera, almost forty years ago. It is generally believed that the article, a true redde rationem in criticism on the subject, should have figured in the foreword to Peter Eisenman’s study Giuseppe Terragni: transformations, decompositions, critiques. In truth such a pairing seems almost impossible considering the stark contrast between the two writers: the latter’s abstract technique runs parallel to the severe eye of the historian. But this is an antithesis that, containing in itself a historicity, is deserving of further examination.
It is, then, a rethinking of this contradictory conceptual nucleus that constitutes the aim of the book. A rethinking that, while courageously re-examining a now hallowed text, does not impose itself upon it. Instead – searching for its own point of view and suggesting, perhaps, the thematic shadow of the author’s Spanish Master’s degree – reruns the entire length of the compositional problem.
It is in this way that the book constructs its own solidity, its own orderliness, to which the elegant completeness of the contents page bears witness. From the gnoseological-philosophical origin of the question, the discourse turns to the traditional architectural trattati: searching for comparison among the still intrinsic definitions of Alberti’s vibrant architecture, which represents the starting point of the Itinerarium Mentis project through the experience of Terragni. But the crucial point of the work, signalled by the sheer volume of references cited – L. Wittgenstein, V. Kandinskij, K. Kraus, H. von Hofmannsthal, A. Loos’s Parole nel Vuoto, Zevi’s attempt to resolve theoretically the ideological position of Terragni the artist – seems to be the chapter on Maschera e Astrazione (Mask and Abstraction), a moment which is fundamental in establishing the author’s theses on abstraction.
After a close reanalysis of two of the Como architect’s greatest successes – La Casa del Fascio and Il Danteum – the author brings his thesis together in La silenziosa e inattuale purezza dell’Architettura. The book’s last sentence – “for Terragni, the profound nature of architecture lies, beyond construction (taken, of course, to perfection), in its syntactic and conceptual dimension that the drawing helps to reveal”, alluding to the design as a field in which architectural elements are transformed towards “specific” and individual forms of the object – seems to constitute a delineation of the author’s personal program of work.
2. LA SOLITUDINE DEI LUOGHI
Primordial Values
The preciseness and rigorous structure of the first book is counterpoised by the multi-faceted nature of the second, an inevitable consequence of the diversity of books cited by the author in order to evoke the world of his island. That this awareness constitutes, for an architect, a key phase in his own Bildung is demonstrated by – in the modern period, at least – the habit of replacing in one’s own formative experience the eclipses of history with the substitutive values of travel, of epistles, of autobiographies etc.
Perhaps only the French aesthetic – so careful to translate every kunstwollen in the day to day of the architectural profession – has been able to demonstrate the need for that search for affinity that torments every artist. It is precisely while dismissing the genetic problem of “forms in spirit” that Henri Focillon removes the traces of the so-called “spiritual families”: evident affinities beyond places and times. His famous lines, in fact, clarify this: “these affinities do not have, as frame or limit, the moment. They develop fully with time. Every man is, in the first place, a contemporary of himself and of his generation, but he is also a contemporary of the spiritual group of which he is part. Even more so the artist, because those ancestors and those friends are not, to him, memories, but presence.” But there exists, also, a phenomenology of “forms of time” which Focillon again outlines masterfully: “The artists inhabits a contrada of time, which is not necessarily the history of his time… he goes in search of the world he needs”, suggesting a form of places as their summarising characteristic.
An island remote from the traditions and goals of the Grand Tour – and therefore also from the canon of travel literature – Sardinia demands, perhaps, an equally remote approach. The author, in fact, seems to favour a sort of theoretical approach to his own land. He is almost suggesting that an estranged view – a critical detachment even from the nature of himself as inhabitant – offers a sort of transverse knowledge through literature, anthropology, photography and, finally, architecture.
This involves, perhaps, that analytical study which theorises, almost as its ultima ratio, the definition of that “âme de la cite”, alluded to in the poetry of Baudelaire, and the utopian objective of any urban analysis: “la forme d’une ville / Change plus vite, hélas! que le cœur d’un mortel", he sings in Le Cygne, in Le Fleurs du Mal,
The various literary contributors seem to agree only on the background of unrelenting and immense distances, almost of an abandoned world, in which descriptions prefer people to things, as if the countryside were something imaginary…
The most profound of the authors, as I see it, is Ernst Jünger in Am Sarazeneturm for his ability to recognise the mythical in the most mundane of acts, and to describe them with lucidity and clarity; for the absolute bond between style and thing, an eternal present seems to insinuate itself among things such that it seems to “enter another dimension of time, in which the centuries are small change”, allowing one to move towards “the original being, primordial, that comes to us from the times devoid of peoples and places and the meaning we give to those words”.
These are all texts that analytically arrange the world from which Cartier-Bresson’s lens, introducing the unpredictability of silent actors, will forge the formal statute: a black and white that seems inextricable from the objects it represents, bas-reliefs of an undefined time.
It is, in fact, the motionless world of photography that invokes the “secret guest” of the author’s two books. The photo of a mining forecourt whose state of disrepair lends it the precise air of an abstract composition; the silence of the uninhabited interiors of buildings; houses on a single floor, forced by poverty into repetition… these are the surprising photographs of Giuseppe Pagano, consubstantial with, so it is believed, his critique of Terragni: photos stripped of their flesh, among which it is difficult to recognise that famous criticisms that they represent the “modern style”, witnessing as they do a rural, misunderstood world.
3. The Projects
The three projects are accompanied by detailed descriptions that discuss the raison d’etre of the city, finding it within the dialectical relationship between historical factors and the character of the location; form is discussed in the context of morphology and its connection/relationship with the type of building: it’s a considered analysis both of generality and, above all, of the individuality of the city itself. With the exception of the last, the projects all exist within the aura of the ancient city, taking as a final measurement, so to speak, the compositional sense from which that is formed. The result is a choice of projects that focusses on restoration, restitution, reuse etc., so that platonically the act of meeting – and the project is nothing else if not that – is almost a recognising.
And so the projects concern themselves with buildings that already exist but are emblematically “in ruins”, in order to put the true sense and role of the city’s compositional element to the test: the aim is to recreate the day-to-day mystery of a house, or the inventio of a new purpose for a working building which has lost its raison d’etre if not its character as a monumental fragment on the river bank; or – more difficult – to meditate on the possible meaning of an area that has been “religious since prehistoric times”, which, isolated in the lonely countryside, brings together pure volumes under the light: a nuraghe at a tri-apsidal church.
The proposed solutions, then, demonstrate a choice – one that I find admirable and essential – not to abuse the pre-existing for the sake of creating a recognisable compatibility in the final building: the plan as a composition that reveals the (architectural) problem from which it is born and to which it is the solution…

Testo originale - Italiano La novità della carta prepagata, che assicuri ai pensionati con trattamenti previdenziali ridotti sconti sugli alimentari, ha vari limiti. A inizio legislatura ci si attendono interventi disegnati in una prospettiva di riforma complessiva, primi passi delle modifiche strutturali necessarie alle nostre politiche di protezione sociale. L'introduzione del voucher, invece, è slegata da qualsiasi progetto d'insieme per rafforzare il sostegno ai redditi bassi e si aggiunge a un quadro già segnato da misure frammentate e poco efficaci. Con le stesse risorse si poteva avviare una riforma di sistema per l'aiuto economico alle famiglie povere o per l'assistenza agli anziani non autosufficienti - all'interno di un progetto definito e da realizzare progressivamente nella legislatura. Invece si tolgono 500 milioni utilizzabili per un tale percorso. Quando nei prossimi mesi si discuterà di riforme del welfare e si affermerà che le risorse sono poche, questi 500 milioni saranno fortemente rimpianti. Rispetto ai beneficiari, se si voleva agire a favore dei redditi più bassi, bisognava intervenire sulle persone povere di tutte le età. Il Governo Berlusconi sembra invece intenzionato a ripetere la scelta dell'Esecutivo Prodi. E cioè concentrare i propri sforzi a favore dei redditi più bassi verso i pensionati, come accadde in particolare con l'intervento dello scorso luglio. Con il rischio di ignorare i poveri non pensionati; si pensi alla diffusione dell'indigenza tra le famiglie con più figli minori, che sono però cittadini come gli altri.
Non è chiaro perché se si intende incrementare il reddito dei pensionati non si elevino direttamente le loro pensioni. L'attivazione del voucher richiederà un percorso realizzativo impegnativo, con la distribuzione negli uffici postali, la stipula delle convenzioni con gli esercizi commerciali nel territorio, e la gestione. Il voucher per i beni alimentari è stato ideato negli Stati Uniti, ed è utilizzato in alcuni Comuni italiani, non per sostenere gli anziani poveri ma con finalità assai diverse (come illustra chiaramente Luca Beltrametti in "Vouchers. Presupposti, usi e abusi", Il Mulino). Viene consegnato a persone con bisogno di assistenza e comportamenti devianti - ad esempio problemi di alcol e di droga - affinché le risorse loro trasferite siano effettivamente utilizzate per acquistare cibo o altri beni primari e non, invece, sostanze stupefacenti o alcolici.
La carta prepagata determina però vantaggi di immagine e consenso. Nell'immediato è meglio comunicabile attraverso i media rispetto al primo passo di una vera riforma, i cui effetti visibili maturerebbero nel tempo. Inoltre, un intervento direttamente legato alla fornitura di beni alimentari trasmette all'opinione pubblica un messaggio di sostegno più forte rispetto all'incremento delle pensioni. Non a caso, il voucher ideato dal ministro dell'Economia Giulio Tremonti ha ottenuto grande risalto in televisione e sui giornali.
In sintesi si tratta di una misura di inefficacia certa e che toglie risorse alle riforme necessarie, ma da cui l'Esecutivo si può attendere un ritorno immediato di consenso. Ci si chiede, a questo punto, a cosa serva disporre di un'ampia maggioranza. La governabilità non è un valore in sé bensì uno strumento per costruire migliori interventi a favore dei cittadini, senza venire strozzati dalla ricerca dell'approvazione istantanea. Il Governo di centrodestra ripete qui, invece, il comportamento del precedente Esecutivo: interventi che inseguono la visibilità del momento, sprecano risorse e non cambiano la situazione (come il bonus incapienti introdotto lo scorso anno). La differenza è che Prodi non aveva una solida maggioranza.
In Italia la realtà del welfare non previdenziale od ospedaliero è grave. Le carenze nel sostegno ai poveri, alle famiglie con figli e agli anziani non autosufficienti sono enormi e non si può lasciar passare anche questa legislatura senza riforme incisive. Gli stringenti vincoli di bilancio, però, non concedono spazio a mosse sbagliate. Sulla carta prepagata non è detta l'ultima parola, dipende dal ministro dell'Economia. Ci si augura che Tremonti presenti un'altra idea per utilizzare i 500 milioni disponibili in modo più utile alle fasce deboli
Traduzione - Inglese The new prepaid card that grants discounts to pensioners on reduced social security benefits has various limitations. When the new legislature meets action is expected to be taken with a view towards total reform, the first steps in the structural changes required in Italy’s social security policies. The introduction of this voucher, however, is not part of any joint project to bolster the support provided for those on low incomes, and takes its place as part of a picture already scarred by fragmentary and inefficient measures. The same resources might have launched a system reform to provide economic help for poor families, or to assist the dependent elderly - as part of a clearly defined project that could have been gradually implemented by the legislature. Instead, gone are 500 million euros that could have been spent on such a plan. When the scarcity of financial resources is asserted during the debates on welfare that will take place in the next few months, that 500 million will be sorely missed. As far as the beneficiaries are concerned, if those on low incomes were the target then the scheme should have covered the poor of all ages. Instead, the Berlusconi government seems intent on following in the footsteps of the Prodi administration, making pensioners the main recipients of its efforts to help the lowest earners, as was particularly the case in last July’s policy. This at the risk of ignoring the non-pensionable poor; one thinks of the diffusion of poverty among families with young children, who are just as much citizens as anyone else.
It’s not clear why, if the aim is to raise pensioners’ incomes, their pensions are not simply increased. Activating the voucher will involve a laborious implementation process including distribution through post offices, the drafting of agreements with shops in the region, and continued oversight. The food voucher was first conceived in the United States, and is used in some Italian districts, not to support the elderly poor but for rather different purposes (as Luca Beltrametti makes clear in “Vouchers. Presupposti, usi e abusi” [Vouchers: requirements, uses and abuses] - Il Mulino). They are distributed to the needy who exhibit wayward behaviours - such as alcohol or drug problems - providing that the money they receive is, in fact, used to buy food or other basic requirements rather than drugs or alcohol.
The prepaid card does, however, deliver advantages in terms of image and approval. In the short term it is more easily presented in the media than the first step of a real reform, the visible effects of which would take time to grow. Moreover, a policy directly connected to providing food sends the public a stronger message of support than an increase in pensions. It is no coincidence that the voucher conceived by the Finance Minister, Giulio Tremonti, has had extensive coverage on television and in the newspapers.
In short, this is a measure that is guaranteed to be inefficient and which strips resources from necessary reforms, but one from which the government can expect an immediate increase in approval. The question now becomes: what use is a large majority? The ability to govern is of no value in itself, but is rather an instrument with which to do better work for the citizens without being throttled by the need for instant approval. The centre-right government has, instead, again followed the example of the previous administration: policies that seek momentary visibility, waste resources and do nothing to change the situation (like the insufficiency bonus introduced last year). The difference is that Prodi did not have a solid majority.
In Italy, when it comes to welfare not related to social security or hospitals, the situation is grave. There is an enormous lack of support for the poor, for families with children and for the dependent elderly, and this further legislature without trenchant reforms cannot be allowed to pass. Stringent budgetary restraints, however, leave no margin for error. This is not the last word on the prepaid card; it now depends on the Finance Minister. One can only hope that Tremonti presents another idea to use the available €500 million in a way that proves more useful for the most vulnerable sections of society.

Testo originale - Italiano La civiltà nuragica è una delle principali espressioni culturali del Mediterraneo occidentale dellʼetà del Bronzo. Come analoghe culture preistoriche delle isole vicine quali la cultura Torreana della Corsica e la cultura Talaiotica delle isole Baleari, anche quella Nuragica prende il nome da un edificio a forma di torre denominato in Sardegna nuraghe. Il nuraghe risponde ad una complessa strategia di occupazione sedentaria, segno della presa di possesso e di controllo di un determinato territorio da parte di un gruppo famigliare o di un clan. L’edificio è articolato in modo che al suo interno possano svolgersi funzioni di accentramento e conservazione delle risorse economiche e di ausilio alle attività produttive. Il nuraghe così come lo conosciamo oggi, nella sua caratteristica forma a tronco di cono, è l'esito di esperimenti costruttivi che iniziano nella fase antico-media dell'età del Bronzo (1700-1600 cal BC). Inizialmente la struttura si configura come un edificio amorfo, denominato proto-nuraghe, costituito da grossi bastioni, attraversati da angusti corridoi e da scale che permettono di accedere a un sovrastante terrazzo. Nelle fasi conclusive del Bronzo Medio e iniziali del Bronzo Recente (1500-1300 cal BC), condizioni favorevoli permettono che tali edifici si evolvano verso costruzioni più equilibrate e funzionali (isolate come nel nuraghe monotorre o articolate in più edifici turriti nel nuraghe polilobato), e crescano in maniera esponenziale, occupando, con una straordinaria omogeneità culturale, tutti i paesaggi del territorio insulare: dalla montagna alla pianura, dalle colline alle coste. Attorno ai nuraghi si sviluppano i villaggi di capanne, arrivando a costituire in alcuni casi, veri e propri agglomerati urbani di centinaia di strutture abitative difese da una cinta muraria turrita. In prossimità di questi complessi sono talvolta localizzati edifici funerari di carattere collettivo denominati tombe dei giganti caratterizzati da una facciata semicircolare ed una camera longitudinale per la deposizione delle sepolture. Ad uso collettivo sono anche i così detti templi a pozzo, strutture edificate con la stessa tecnica costruttiva dei nuraghi, caratterizzi da un atrio, una scala discendente che permetteva l’accesso alla camera dell'acqua coperta da una cupola. I 7000 edifici, tra protonuraghi e nuraghi, sono realizzati in un arco cronologico di circa mezzo millennio, ma il maggior impeto costruttivo è da collocare nel corso del Bronzo Recente (1400-1300 cal BC). Tale incremento è indizio di importanti cambiamenti avvenuti in questo periodo. Nonostante i dati archeologici non siano ancora sufficienti per definire con certezza le cause di queste evoluzioni alcuni indizi possono essere utilizzati per ipotizzare uno scenario. In particolare potrebbero essere due i principali fattori che hanno favorito l'evoluzione architettonica dell'edificio e la sua capillare diffusione nel territorio insulare.
Il primo è da riferire ad un incremento delle pratiche agricole, fattore che avrebbe favorito una sempre maggiore sedentarietà delle comunità nuragiche ed una contestuale produzione di surplus. Tali condizioni di benessere generalizzato possono aver favorito conseguentemente un’escalation demografica e contestualmente una ripartizione sempre più serrata del territorio attraverso la costruzione di nuovi complessi abitativi. L'occupazione di differenti paesaggi ecologici e la presenza al loro interno di differenti risorse avrebbero determinato, nelle comunità residenti l’avvio di attività produttive specializzate. Le pratiche agricole, i diversi tipi di allevamento e lo sfruttamento di altre risorse del territorio (come ad esempio quelle minerarie) può avere favorito una differenziazione tra le comunità e lo scambio di materie prime e prodotti soddisfacendo le diverse esigenze dei gruppi umani.
Il secondo fattore è invece da rintracciare nei rapporti esistenti tra tali comunità. La ricorrenza di analoghi modelli architettonici in tutto il territorio insulare, così come l’omogeneità della produzione materiale, sono segni di una rapida e agevole circolazione e di condivisione di idee e maestranze artigiane, che denotano una condizione priva di tensioni particolari all'interno e all'esterno del territorio insulare. L'adozione dei medesimi modelli culturali sono segno di forme di partecipazione solidale piuttosto forti che lasciano intravvedere condizioni pacifiche di convivenza tra le comunità. La cultura materiale nuragica non ha finora evidenziato la presenza di armi o di un equipaggiamento personale d'uso bellico né sono attestate prove di eventi bellici. Benché sia attestata una, seppur modesta, attività metallurgica gli attuali dati a disposizione non ci permettono di provare la realizzazione di vere e propri strumenti di offesa o difesa.
1.2 La cultura nuragica come cultura ermetica e aniconica
In linee generali la cultura nuragica appare come una cultura ermetica. In opposizione alla complessità delle strutture architettoniche i dati archeologici mostrano una produzione materiale non particolarmente ricca che non permette di delineare, con facilità, le principali attività di sussistenza e di produzione. Il repertorio ceramico denota una ricorrenza monotona di forme nel corso del tempo, i documenti relativi ad attività produttive non appaiono completi, manca una documentazione grafica ed epigrafica, sia relativa all'utilizzo di una forma di scrittura che ad una mera rappresentazione figurata della realtà sia essa riferita alla sfera umana, animale o vegetale su supporti materiali. In relazione all'attività costruttiva mancano i dati relativi ad una documentazione progettuale siano essi calcoli o riferimenti grafici, la funzione dell'edificio stesso poi ancora sfugge, pur essendogli ultimamente riconosciuta una “funzione polivalenteˮ. L'aspetto religioso è in generale ricondotto ad una supposta pratica di divinizzazione di aspetti naturalistici secondo un binomio che vede antiteticamente il fuoco e l'acqua, il sole e la luna, il bue e la vacca. Tuttavia manca la documentazione archeologica relativa a tali concetti, che benché verosimili, sono il risultato di ipotesi che non trovano al momento prove evidenti. La cultura nuragica si configura quindi come una cultura ermetica e silenziosa. Lʼassenza di una produzione figurativa, su qualsiasi supporto, sembra denotare una scelta operata da parte della società nuragica di rinunciare a qualsiasi forma di rappresentazione grafica quasi come se tale atto rappresentasse un tabù. Sebbene la Sardegna sia méta nel corso delle fasi EH IIIA2-C di navigatori levantini importatori di produzioni artigianali che mostrano rappresentazione figurate siano esse su supporti ceramici, ossei o addirittura di segni alfabetici su lingotti di rame (ox-hide), tale apporto di documentazione iconografica ed epigrafica sembra non essere o non voler essere recepita dalla popolazione nuragica. Tale fatto le conferisce un carattere di società aniconica. Restano dunque le migliaia di torri nuragiche che stagliate verso il cielo sembrano voler essere considerate le uniche vere icone di quest'isola.
1.3 Verso un radicale cambiamento: la prima età del Ferro
Il silenzio della cultura materiale nuragica è rotto al termine dell'età del Bronzo. L'impeto costruttivo era in questo momento già concluso a causa probabilmente di una saturazione del modello occupazionale nel territorio. Nella prima età del Ferro (1000 cal BC) avviene un radicale cambiamento. La società locale cambia totalmente ed i segni di questa trasformazione sono tangibili nell'avvento di nuove tecnologie e nella produzione materiale. Questa appare improvvisamente ricca di un repertorio d'arte figurativa che denota uno stravolgimento della visione e di percezione della realtà così come intesa prima. Tale arte rappresentativa interessa tutti tipi di raffigurazione su supporti in bronzo e di pietra. L'introduzione della tecnica a cera persa, e della scultura a tutto tondo, costituiscono la grande novità di questa stagione. Attraverso la cera persa sono realizzati piccole rappresentazioni scultoree in bronzo, chiamate bronzetti, di uomini, donne, bambini, animali, oggetti domestici, mezzi di trasporto, edifici. Alla produzione metallurgica si affianca la scultura su pietra con rappresentazioni in scala reale della figura umana o, in scala ridotta, di modelli di edifici nuragici come denotano le sculture di Monte Prama. Senza fasi intermedie si passa dallʼaniconismo allʼiconismo. La funzione di tali manufatti sembra riferirsi a quella di ex-voto. Essi infatti trovano collocazione in massi monolitici dove vengono impiombati e collocati in edifici realizzati ex-novo o presso precedenti edifici, che in questa nuova fase sembrano assumere un'esplicita funzione santuariale pur essendo ancora lontana la definizione di una divinità a cui riferire questa pratica religiosa. L'immenso repertorio di immagini rappresentate ci rimanda ad ogni genere di figura/ruolo della nuova società (il pastore, il cacciatore, l'arciere, il lottatore, l’acquaiolo, l’offerente, etc.), di animale (il cervo, il muflone, il cinghiale, la volpe, il bue, la capra, il cane), di oggetto domestico (vasi, cestini, sgabelli) di mezzi di trasporto (carri, imbarcazioni), portandoci testimonianze indirette di una nuova e articolata società i cui elementi non trovano precedenti nella cultura nuragica dell'età del Bronzo. Sembra dunque che l'improvvisa comparsa di tali tecniche artigianali sia da ricondurre ad elementi provenienti dall'esterno dell'isola, non solo a livello di trasmissione di tecnologie ma di veri e propri gruppi umani trasferitosi nell'isola col proprio bagaglio culturale. Gli elementi di questa probabile cultura esterna sembrano fondersi con la cultura locale portando alla nascita di una nuova cultura, sotto certi aspetti, ancora nuragica. Ne sarebbe prova un filuum con la precedente cultura dell'età del Bronzo nella percezione che l'uomo aveva del nuraghe. Quel nuraghe che in precedenza occupava gli spazi non solo fisici ma anche mentali dell'uomo dell'età del Bronzo, ora caduto in disuso, è rievocato, quasi infrangendo il precedente tabù, in una quasi ossessiva rappresentazione su manufatti di pietra e di bronzo. Il nuraghe non più nella sua fisicità ma nella sua astrazione è rievocato nelle piccole sculture che trovano sistemazione nei santuari e nei luoghi di assemblea. Il superamento della fase aniconica si configura come un processo di elaborazione del senso religioso dell'uomo nuragico dove, la nuova cultura si prende la libertà di infrangere le precedenti credenze dando nuova forma e nuova enfasi comunicativa alla dipendenza col monumento degli avi. La rappresentazione del nuraghe non è un mero esercizio artistico, la presenza in questi edifici del nuraghe-simbolo rappresenta ancora un’entità, in qualche modo garante, ricoprendo ancora un ruolo più alto.
Il carattere di religiosità degli edifici nuragici troverà una continuità sincretica anche nelle successive fasi dell'età storica quali quella fenicia, punica e romana fino all'età cristiana a dimostrazione di come attorno a questi monumenti non sia mai mancata una forma di rispetto e di devozione.
Traduzione - Inglese The Nuragic civilisation was one of the principal expressions of western Mediterranean culture during the Bronze Age. Like similar prehistoric cultures found on nearby islands such as the Torrean culture on Corsica and the Talaiotic culture in the Balearic Islands, the Nuragic people took their name from a tower-shaped building called, in Sardinia, nuraghe.The nuraghe was part of a complex strategy of settled occupation, a sign of a family or clan’s dominance in a region. The building was designed to perform centralising functions, to safeguard economic resources and to support production activities. The nuraghe as we know it today, in its conical pyramid shape, is the result of constructional experimentation that began in the early-mid Bronze Age (1700-1600 cal BCE). Initially the structure was that of an amorphous building, called proto-nuraghe, consisting of large bastions enclosing narrow corridors and staircases that gave access to a terrace above. During the final phases of the Middle Bronze Age and the beginning of the Late Bronze Age (1500-1300 cal BCE), favourable conditions allowed the evolution of these buildings towards more practical and functional construction (either isolated, as in the monotorre nuraghe, or connected to other tower-shaped buildings called nuraghe polilobato), and an exponential growth in their numbers until, displaying extraordinary cultural homogeneity, they occupied the entirety of the island countryside, from mountain to plain and from hill to coast. Hut villages arose around the nuraghi, and even, in some cases, true urban agglomerations comprising hundreds of inhabited structures protected by a towered wall. Collective funerary buildings known as tombe dei giganti can sometimes be found close to these complexes. These are characterised by a semicircular facade and a room running along the length of the building where a tomb would be laid. Also of collective use are the so-called templi a pozzo (sacred wells or water temples), structures built using the same constructional techniques as the nuraghi, characterised by an atrium, a descending staircase that allowed access to the dome-covered water room. The 7000 buildings, counting proto-nuraghi and nuraghi, were built over a period of around half a millennium, but it was during the Late Bronze Age (1400-1300 cal BCE) that production was most concentrated. This increase is suggestive of important changes that took place at that time. Though archaeological data is not yet sufficiently complete to conclusively explain the causes of these changes, some facts exist that are useful in the formation of a hypothesis. Two main factors in particular can be suggested as having facilitated the architectural evolution of the building and its widespread diffusion across the island territory.
The first of these can be attributed to a growth in agricultural practices, a development which ushered the Nuragic people towards an increasingly settled existence, and consequently towards a surplus in production. These conditions of more general well-being may also have encouraged a demographic escalation and as a result a more clearly defined division of the territory through the construction of new residential complexes. The settlement of ecologically diverse terrains and the presence of varying resources within them led to the advent of specialist production activities in these residential communities. Agricultural practices, varying methods of livestock rearing and the utilisation of other territorial resources (such as minerals) may have promoted differentiation between communities and the exchange of raw materials in order to satisfy the various demands of the human groups.
The second factor, by contrast, can be traced to the relationships that existed between these communities. The recurrence of similar architectural models across the island territory, along with the homogeneity of the material production, are signs of a rapid and straightforward exchange of ideas and skilled workers that suggests circumstances free from both internal and external tensions. The adoption of identical cultural models is a sign of the considerable inter-group cooperation that allows a glimpse of the peaceful conditions that existed between the communities. Nuragic material culture has so far provided no evidence of the presence of arms or personal weapons, nor are there indications of conflict events. Despite the evidence of - admittedly modest - metallurgic activity, the data currently available does not allow us to prove the construction of true offensive or defensive tools.
1.2 The Nuragic culture as a hermetic and aniconic culture
Generally speaking the Nuragic culture appears to have been a hermetic one. In contrast to the complexity of its architectural structures, archaeological data reveal a relatively modest amount of material production that does not allow an easy determination of the culture’s main subsistence and production activities. Its ceramic output displays a monotonous recurrence of the same shapes over time, and documents relating to production activities appear incomplete: there is no graphic or epigraphic documentation, either as a form of writing or a simple pictorial representation of reality in any medium, whether relating to human, animal or plant life. Studies of constructional activity have unearthed no planning data, either calculations or graphical references, and even the role of the building itself is still not fully known, despite recent recognition that it had a “polyvalent” function. Studies of the culture’s religious activity generally lead to a supposed practice of deification of naturalistic elements, following a system of pairing that opposed fire and water, sun and moon, ox and cow. There is, however, an absence of archaeological documentation supporting these ideas which, while plausible, are the result of hypotheses that as yet lack evidential proof. The Nuragic culture, therefore, amounts to a hermetic and silent one. The absence of production of representational figures, in any media, seems to suggest a choice taken by the Nuragic society to reject any form of graphical representation, as though such an act represented a taboo. Even though Sardinia was, in EH IIIA2-C, the destination for sailors from the east importing artisan goods including representations of figures in ceramic or bone, and even alphabetic symbols on ox-hide, the Nuragic population seems not to have received or wanted to receive these iconographic and epigraphic contributions. Nuragic society, as a result, takes on an aniconic character. Thus the thousands of nuragic towers standing out against the sky seem to stake their claim as the only true icons of this island.
1.3 Towards a radical change: the early Iron Age
The silence of nuragic material culture was broken at the end of the Bronze Age. The constructive impetus had already come to an end, probably as a result of a saturation of the occupational model in the region. At the beginning of the Iron Age (1000 cal BCE) a radical change took place. Local society changed completely, and the traces of this transformation are tangible in the advent of new technologies and new material production. This appears suddenly rich in figurative art that represents a fundamental change in the perception of reality as previously understood. This art involved various types of depictions in bronze and stone. The introduction of lost-wax casting and ronde-bosse sculpture techniques constituted the great innovations of the age. The lost-wax technique was used to create small sculpted depictions in bronze, known as bronzetti, of men, women, children, animals, domestic objects, means of transport and buildings. Alongside this metallurgic production were stone sculptures of life-size humans and reduced-scale nuragic buildings, as evidenced by the sculptures of Monte Prama. Aniconism became iconism without intervening stages. The function of these objects seems to have been ex-voto. They were arranged, as a matter of fact, in monolithic stone blocks which were sealed and placed in buildings built ex-novo or in pre-existing buildings, which in this new phase seem to take on the explicit function of shrines, despite the fact that the definition of a god that corresponded to this religious practice was still some way off. The immense range of images represented lead us to each of the new society’s figures/roles (shepherd, hunter, archer, wrestler, water vendor, bidder, etc.), animals (deer, mouflon, boar, fox, ox, goat, dog), domestic objects (vases, baskets, stools), means of transport (carts, boats), providing us with indirect evidence of a new and well-structured society whose elements were without precedent in Bronze Age Nuragic culture. It seems, therefore, that the sudden appearance of these artisan techniques must have been connected to elements external to the island, not only in the form of the sharing of technology, but also the transfer of human groups who arrived on the island with their own cultural knowledge. Elements of this supposed culture seem to have merged with the local society, leading to the birth of a culture that was new in some respects, but still Nuragic. The strands connecting previous Bronze Age civilisations and their perception of the nuraghe is proof of this. The nuraghe, which had previously occupied not only physical but also mental space in Bronze Age man and which had fallen into disuse, was now recalled, breaking the old taboo in an almost obsessive depiction in stone and bronze objects. The nuraghe, no longer physical but abstract, was re-invoked in the small sculptures that were arranged in shrines and gathering places. The shift away from the aniconic phase represents the development of Nuragic man’s religious feeling, as the new culture became free to shatter the old beliefs and give new shape and communicative emphasis to its dependence on the symbol of its ancestors. The depiction of the nuraghe was not a mere artistic exercise: the presence of the nuraghe-symbol in these buildings suggests an entity, almost a guarantor, performing a higher role.
The religious character of the nuragic buildings would maintain a syncretic continuity during the historical periods to come, namely the Phoenician, Punic and Roman ages, reaching as far as Christian times, demonstrating how these monuments have never lacked some form of respect and devotion.
